Performance Work Statement (PWS) Playground Maintenance Services – Hickam AFB Vickers Playground 301
Design Model #R0230_45190825732 / Design 301 Vickers Park
1.0 Introduction
This Performance Work Statement (PWS) outlines the requirements for playground maintenance services at Hickam AFB Vickers Playground 301. The contractor shall furnish all necessary management, supervision, labor, equipment, and materials to maintain playground equipment and surfacing in a safe, clean, and fully operational condition.
2.0 Background
The playground at Vickers Park (Design Model #R0230_45190825732, Design 301) is a certified "Miracle" play system designed for children ages 2–5 and 5–12. It includes elevated play structures, swings, unitary surfacing, and ground-level play activities. Routine inspections and preventative maintenance are required to ensure safety, preserve equipment longevity, and maintain compliance with applicable safety standards.
3.0 Scope of Work
The contractor shall implement a 12-month playground maintenance program consisting of quarterly inspections and services.
3.1 Inspections and Maintenance
The contractor shall:
- Conduct quarterly inspections of all playground equipment and surfacing.
- Tighten loose hardware and replace missing hardware.
- Pressure wash all structures and surfacing; remove debris, dirt, and mildew.
- Control corrosion and rust to prevent further deterioration.
- Patch cracks or holes in safety surfacing up to 25 square feet per visit.
- Provide inspection reports after each visit. Reports shall:
- Document completed maintenance tasks.
- Identify broken, damaged, or worn items.
- Provide a list of recommended replacement parts.
- Include photographs of deficiencies and completed actions.
3.2 Non-Routine Repairs
- The contractor shall submit proposals to the Government for corrective work not covered under this PWS, such as installation of replacement parts.
- The contractor shall not initiate such repairs without written Government approval.
3.6 Additional Requirements
3.6.1 Hours of Operation
All services shall be performed primarily on the Hickam side of JBPHH, Monday through Friday, 0730 to 1630, excluding Federal holidays and PACAF Family Days. Recognized Federal holidays include:
New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.
This also includes holidays declared by the President of the United States.
3.6.2 After-Hours Notification
This contract does not require the contractor to respond to maintenance or work orders after normal duty hours.
3.6.3 Accident/Incident Reporting
The contractor shall record and report all available facts relating to any incident of accidental Government property damage or contractor personnel injury to the Contracting Officer Representative (COR) within two (2) hours of the incident. The contractor shall secure the scene of the accident until released by the accident investigative authority through the CO. If the Government conducts an investigation, the contractor shall cooperate fully with the Contracting Officer’s Representative (COR), Contracting Officer, and other Government personnel until completion of the investigation.
3.6.5 Personnel
3.6.5.1 Contractor Responsibility
The contractor is solely responsible for providing sufficient qualified personnel to perform all requirements of this contract, including qualifications required by the Original Equipment Manufacturer (OEM) to maintain and service playground equipment. Contractor employees shall:
- Present a neat and professional appearance.
- Be easily recognized as contractor employees.
4.0 Services Summary (SS)
The following table summarizes the contract service requirements and associated performance thresholds:
- Performance Objective: Perform quarterly inspections and maintenance of all playground equipment and surfacing to ensure continued Consumer Product Safety Commission specifications.
- Performance Threshold: 100% compliance with inspection schedule and documentation requirements.
- Government Surveillance Method: COR will review inspection reports, observe on-site work, and confirm compliance with standards.
4.1 Quality Assurance
The Government shall inspect and evaluate the contractor’s performance to ensure compliance with this PWS. Surveillance methods may include direct observation, physical inspection of completed tasks, review of inspection reports, investigation of customer complaints, or interviews with facility managers.
When performance thresholds are not met, the COR will issue a Contract Discrepancy Report (CDR) to the contractor. The contractor shall respond within 10 calendar days.
4.2 Non-Compliance
4.2.1 Government Remedies
The CO shall apply remedies in accordance with FAR 52.212-4, Contract Terms and Conditions
– Commercial Items (Nov 2023) for failure to perform services satisfactorily or correct non-conforming services.
4.2.2 Performance Assessment Report (PAR)
When the contractor fails to meet contract performance requirements, the Government may issue a PAR. The contractor must respond as directed. The CO may determine corrective actions, which may include:
- Reduction in payment for unacceptable performance.
- Issuance of a cure notice or show cause.
- Other contractual remedies.
5.0 Quality Control
The contractor shall develop and submit a Quality Control Plan (QCP) within 14 calendar days of contract award. The QCP shall describe procedures for:
- Monitoring performance of all tasks under this PWS.
- Documenting deficiencies and corrective actions.
- Ensuring compliance with safety standards.
6.0 Administrative Requirements
6.2.4 Pass and Identification Items
The contractor shall ensure employees obtain and maintain the required base passes and identification for contract performance. Access will be granted only for functions directly related to the contract.
6.2.6 Traffic Laws
Contractor personnel shall comply with all base traffic regulations while operating vehicles on
JBPHH.
6.2.7 Weapons, Firearms, and Ammunition
Employees are prohibited from possessing weapons, firearms, or ammunition while on JBPHH, whether on their person, in contractor vehicles, or in privately-owned vehicles.
7.0 Government-Furnished Property
The Government will provide site access to Vickers Playground 301. No additional Government-furnished property or materials are authorized unless specified by contract modification.
8.0 Period and Place of Performance
- Period of Performance: 12 months from contract award.
- Place of Performance: Hickam AFB, Vickers Playground 301.
9.0 Deliverables
The contractor shall provide the following:
- Quarterly Inspection Reports documenting:
- Completed maintenance actions.
- List of broken/damaged items.
- Recommendations for replacement parts.
- Photographs of findings and repairs.
- Proposals for Non-Routine Repairs, when required.
10.0 Applicable Standards
All work performed under this contract shall comply with:
- ASTM F1487: Standard Consumer Safety Performance Specification for Playground Equipment for Public Use.
- CPSC Public Playground Safety Handbook.
- ADA Standards for Accessible Design.
- National Recreation and Park Association (NRPA) best practices.
- Applicable state, local, and Air Force safety regulations.
