About this opportunity
The Department of the Interior Bureau of Indian Education seeks playground hazard mitigation services at Southwestern Indian Polytechnic Institute in Albuquerque, New Mexico, with proposals due October 2, 2026 at 5:00 PM Mountain Daylight Time. The procurement is a Buy Indian Act set-aside restricted to Indian Economic Enterprises that are also small business concerns, foreclosing competition outside that pool.
Place of performance is Building 135 at SIPI in Albuquerque. The work is a design-build project comprising four contract line items: playground resurfacing of approximately 2,000 square feet with demolition, subsurface releveling, and installation of soft surface meeting IA Design Handbook standards; repainting of approximately 275 linear feet of 5-foot fencing and 95 linear feet of 3-foot fencing with vinyl coating and chain link mesh replacement; installation of two shade system options for toddler swings; and installation of approximately 1,100 square feet of wood chip mulch around the swing area. The contractor must provide three material options for playground resurfacing and shading systems for Contracting Officer approval and conduct field verification of quantities. All work must comply with ASTM standards for playground safety and accessibility, NFPA codes, ADA/ABAAG guidelines, OSHA requirements, NEPA and NHPA regulations, and the IA Design Handbook for BIE School Facilities dated September 18, 2025. Period of performance is 150 calendar days from Notice to Proceed. All contractor personnel require background investigations, with cleared personnel maintaining a maximum 1:8 ratio to non-cleared personnel when students are present. Performance and payment bonds are required at 100% of contract price; bid bond at 20%. Davis-Bacon Act prevailing wage rates apply (wage determination NM20260038). Award is scheduled for October 4, 2026, with performance to begin within 10 days of award. Proposals are limited to 20 pages and must address technical approach, key personnel qualifications, project schedule, and quality control plan. Award will be made to the lowest-priced technically acceptable offer. NAICS 238990; PSC C1CA.
