About this opportunity
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), is soliciting quotations for a Master Blanket Purchase Agreement for plastic supplies with proposals due July 20, 2026, with the procurement designated as a 100% Women-Owned Small Business (WOSB) set-aside under an earlier amendment, though the primary solicitation documentation identifies a total small business set-aside.
The ERDC anticipates awarding 3 to 5 BPAs to establish a pool with a combined capacity not to exceed $5 million, with no minimum guarantee of work and individual BPA Call orders capped at $250,000. The five-year agreement begins from award date or upon reaching the $5 million ceiling, whichever occurs first. Plastic supplies include PVC, high-density polyethylene, acrylic sheets and rods, Plexiglass, polycarbonate, polystyrene, nylon, cell cast, extruded acrylic, natural acetal, acrylonitrile butadiene styrene, fiberglass, and polyurethane and polyethylene foam. Place of performance spans nine ERDC facility locations: Vicksburg, Mississippi; Hanover, New Hampshire; Champaign, Illinois; Alexandria, Virginia; Duck, North Carolina; Lewisville, Texas; Mobile, Alabama; Fox, Alaska; and Fairbanks, Alaska. Geographic capability to deliver to all nine locations is a mandatory gateway criterion.
Delivery personnel must be U.S. citizens with facility security clearance. Pricing will be verified at each BPA Call order to ensure current market rates rather than fixed for the contract term. All items on the pricing schedule are priced as one complete unit at stated dimensions unless otherwise specified; two foam products (line items 59 and 61) require 20 pounds per square foot density. Proposals must be submitted electronically as three separate volumes: Volume I (technical capability, key personnel, geographic capability statement, 80-page maximum); Volume II (past performance, 20-page maximum); and Volume III (pricing schedule and Standard Form 1449). Past Performance Questionnaires from customer references must be submitted by the closing date with no extensions allowed; contracts completed within five years of the solicitation date qualify for evaluation. Resumes are excluded from the 80-page Volume I limit. General industrial commodity and supply-chain procurement experience on federal contracts is acceptable; plastics-industry-specific experience is not required. Product substitutions require government approval on a call-by-call basis; pre-approved manufacturer lists are not permitted. Contractors may utilize multiple supplier partners and nationwide networks to meet geographic requirements. Evaluation weights Technical Capability (corporate capacity, key personnel, geographic delivery capability) and Past Performance (similar size and scope) equally as significantly more important than Price. NAICS Code 326130 applies with a 650-employee small business size standard. All prospective contractors must be registered in SAM prior to the quote due date. Payment is due within 30 days of receipt of proper invoicing via Wide Area Workflow (WAWF) to USACE Finance Center in Millington, Tennessee. Standard Form 1449 serves as the contract vehicle with all FAR and DFARS clauses incorporated by reference.
