About this file
This is a Questions and Answers document for a Blanket Purchase Agreement (BPA) for plastic supplies issued by the U.S. Army Corps of Engineers on June 30, 2026, under solicitation number W912HZ26QA025.
The document clarifies key procurement requirements for offerors. All items on the pricing schedule are priced as one complete unit unless otherwise stated, with no allowance for per-square-foot or cut-to-order pricing except where explicitly specified. Pricing will be verified at each BPA call order to ensure current market rates rather than being fixed for the five-year contract period. For geographic capability, offerors must demonstrate their ability to deliver to nine ERDC facilities, including remote Alaska locations (Fox and Fairbanks); contractors are responsible for determining the most appropriate delivery method. General industrial commodity and supply-chain procurement experience is acceptable for the required Procurement Specialist key personnel position, with resumes excluded from the 80-page Volume I page limit. Past Performance Questionnaires from customer references must be submitted directly to the Contracting Officer by the closing date of July 17, 2026, with no extensions permitted. Contracts completed within five years of the solicitation date qualify for past performance evaluation. No TAA compliance certification is required at the BPA award stage. Any product proposed that differs from specifications must receive government approval on a call-by-call basis; pre-approved equivalent manufacturer lists are not permitted. The government anticipates awarding 3-5 BPAs and permits offerors to utilize multiple supplier partners to meet material requirements. No historical purchasing data or usage estimates are available, and no amendments or additional attachments are anticipated prior to the proposal due date.

QUESTIONS AND ANSWERS
QUESTION
1. PRICING SCHEDULE
Section L states that Attachment 01 has pre-populated Units of Measure (e.g., "FT" for rods/tubes, "Each" for sheets). However, the posted Attachment 01 lists "per ft" for rod items and "EACH" for nearly all other items, including several tube items (e.g., "Acrylic tube 12" od x 11.25" id x 72" lg" and "Polycarb tube 4" od x .125" wall x 8' ft lg") that would logically price per linear foot.
• Please confirm whether the Unit of Measure listed in the posted Attachment 01 is final and authoritative, or whether offerors should propose an alternate UOM where the listed unit appears inconsistent with the item description. Also please confirm the number of items on the list.
- For items priced "EACH" that list full sheet/rod/tube dimensions, please confirm that pricing should reflect one complete unit at the stated dimensions, rather than a per square-foot or cut-to-order basis, except where the item description explicitly states, "cut to size."
ANSWER
1. All items on the list are written up as 1 each if not stated otherwise
2. PRICE ESCALATION / RE-VERIFICATION MECHANISM
The Question-and-Answer document dated 22 June 2026 states that pricing will be verified at the time of each BPA Call to ensure pricing remains current.
• Will the resulting BPA include an Economic Price Adjustment clause or an indexed adjustment mechanism (e.g., tied to a published plastics resin index), or will each BPA Call simply require a new quote at time of order independent of the pricing submitted with the proposal? This will inform whether offerors should price the schedule as a firm five-year price or as a current-market baseline.
2. Pricing will be verified at the time of each BPA Call to ensure pricing remains current.
QUESTION
3. GEOGRAPHIC CAPABILITY
Section M identifies the Geographic Capability Statement, including delivery to all nine listed ERDC facilities, as a mandatory gateway criterion.
• Will a written delivery commitment supported by a named common carrier and a standard transit-time estimate satisfy this requirement for the Fox, AK and Fairbanks, AK locations, or does the Government require additional documentary evidence (e.g., a signed carrier agreement or historical delivery performance data) at the time of proposal submission?
- For the Fox, AK and Fairbanks, AK locations, does the Government's delivery requirement end at a standard commercial carrier depot, or does it require delivery to the specific facility gate or dock, which may require last-mile or specialized transport beyond standard commercial freight carriers?
ANSWER
3. Please provide the details you determine appropriate to deliver to the Facility location.
4. KEY PERSONNEL
Section M, Factor 1, Subfactor 2 requires the proposed Procurement Specialist to demonstrate experience purchasing supplies of similar size and scope to this requirement.
• Please confirm whether plastics-industry-specific procurement experience is required, or whether general industrial commodity and supply-chain procurement experience on federal contracts is considered equally relevant and creditable.
- Volume I's 80-page limit explicitly excludes resumes and licensing documentation. Please confirm whether a separate page limit applies to Key Personnel resumes, or whether resumes may be of any length provided they are excluded from the 80-page Volume I count.
4. Please provide the details you determine appropriate not to exceed any limits set in the solicitation.
QUESTION
5. PAST PERFORMANCE QUESTIONNAIRE
Section L states that customer references must submit completed Past Performance Questionnaires directly to the Contracting Officer prior to the solicitation closing date and time.
• a. Given the compressed timeline between RFQ issuance and the 17 July 2026 due date, will the Government accept a PPQ received within a reasonable number of days after closing if the offeror can demonstrate the PPQ was transmitted to the customer reference prior to the deadline?
a. No
QUESTION
b. Section L (Volume II General Instructions) defines "Recent Contracts" as those active or completed within the last three years, while Section M, Factor 2 states that only contracts completed within five years of the solicitation date will be considered.
• Please clarify which recency window governs for purposes of (a) the Relevant Experience Narrative references in Volume II and (b) the overall Past Performance evaluation under Factor 2.
b. Contracts completed within five years of the solicitation date will be considered.
QUESTION
6. BUY AMERICAN ACT
Will TAA compliant country of origin certification be required at the proposal stage or at the BPA Call order stage?
6. No orders will be placed requiring certification at the time of award of the BPA.
7. ITEM SUBSTITUTIONS
Section 14 states that once an "equal" product is approved, no substitutions are allowed.
• Given that plastic is a commodity subject to manufacturer and distributor availability fluctuations, will the Government allow offerors to propose a list of pre-approved equivalent manufacturers at the proposal stage?
• Or must each equal be submitted and approved on a call-by-call basis?
7. Any time the Contractor proposes a product that is not exactly as specified the item must be approved by the Government.
8. Is historical purchasing data, annual usage, or estimated spend by material category available for this BPA?
ANSWER
8. No
QUESTION
9. Approximately how many BPA awardees does the Government anticipate selecting?
ANSWER
9. Government plans to award around 3-5 Blanket Purchase Agreements
QUESTION
10. May offerors utilize multiple supplier partners to satisfy the full range of material requirements.
10. Yes.
11. For the geographic capability requirement, is it acceptable for a prime contractor to leverage a nationwide supplier network to support deliveries to all required locations?
ANSWER

QUESTION
12. Are there any anticipated amendments or additional attachments that offerors should expect prior to the proposal due date?
