About this file
This is a Questions and Answers document for Plastic and Metal Master Blanket Purchase Agreements (BPAs) dated June 22-23, 2026.
The Government plans to establish approximately 3–5 BPA holders to procure plastic and metal supplies for the U.S. Army Engineer Research and Development Center (ERDC) locations. This is a new procurement with no current vehicle, predecessor BPA, incumbent contractor, or historical purchasing data available to offerors. The Government will not provide estimated ordering volumes by ERDC location, historical BPA Call data, prior contract numbers, or information about typical BPA Call dollar values. Contractors must submit complete pricing for every item on the 53-page pricing schedule as part of their proposals, with pricing verification occurring at the time of each individual BPA Call to ensure rates remain current given market conditions. The solicitation specifies proposal requirements for Geographic Capability Statements, including considerations for remote delivery locations in Alaska. Vendors have 10 working days to complete pricing submissions. The Government confirmed that pricing caps will be verified at each BPA Call to account for inflation pressures and price volatility. All offerors must follow the specific proposal requirements detailed in the solicitation document for all other questions regarding pricing schedule alternatives and Alaska delivery considerations.

ANSWER
8. There is no Current Vehicle.
QUESTION
9. Are there any other options regarding the 53-page pricing schedule? I fear the vendors will give negative feedback because of the size of an invalid order. Things of this nature could be detrimental to the relationships between Master BPAs and supply vendors. I'm not sure 10 working days will be enough time for a vendor to complete an invalid price schedule of this magnitude.
9. Please provide the proposal in accordance with the solicitation.

QUESTIONS AND ANSWERS FOR PLASTIC AND METAL MASTER BPAs
1. I see that there are price lists included in the solicitation postings on SAM.gov, but my understanding of these BPAs from past experience is that pricing is requested at the time of each BPA call. Do I need to provide pricing for the full list of supplies up front?
1. Yes, pricing for every item is required with Contractor proposals.
2. It' state's, maximum price for each Master BPA. But with the current inflation pressure, prices are skyrocketing on a daily basis, products have doubled the price & fuel prices are rising. Does this price cap reasonable in this situation?
2. Pricing will be verified at the Time of every BPA Call to insure pricing is up to date.
