About this file
This is a Questions and Answers document for Plastic and Metal Master Blanket Purchase Agreements (BPAs) dated June 22, 2026.
The document addresses two key inquiries regarding BPA submission and pricing requirements. First, it clarifies that contractors must provide pricing for every item in their proposals upfront, contrary to some contractors' past experience where pricing was requested at the time of individual BPA calls. Second, regarding concerns about the $5M maximum price cap in light of current inflation pressures and rising product and fuel costs, the government states that pricing will be verified at the time of every BPA call to ensure pricing remains current and up to date. This mechanism allows for pricing adjustments throughout the BPA period rather than locking in initial prices despite market fluctuations.
