Warren Air Force Base, Wyoming, with quotes due September 8, 2026. The procurement is a 100% small business set-aside under NAICS code 561621 (Security Systems Services).
The requirement consists of two line items: equipment for the Interview Room Monitoring System with 120-day delivery, and installation, training, and service agreement with a 365-calendar-day performance period from award. Place of performance is Francis E. Warren AFB, Building 34, Suite 162, Cheyenne, Wyoming, with work at two locations in the 90th Security Forces Squadron Investigations Section (Building 37) and Operations Section (Building 34).
The system must use Case Cracker technology compliant with Trade Agreement Act requirements and 889-compliant (no products sourced from China), operate as a standalone point-to-point connection not connected to the Air Force Network, support 5 GHz Wi-Fi or solar bridge connectivity at 450 Mbps throughput, and operate across temperatures from -4 to +140 degrees Fahrenheit at 95% humidity. The contractor must furnish two servers with 2 TB storage, two room controllers, two power supplies, four microphones, four cameras, and associated networking equipment and monitoring stations for the Investigations Section; one server, one room controller, one power supply, one microphone, one camera, and one laptop for the Operations Section. Perpetual licensing with no recurring costs is required.
Offerors must demonstrate a minimum of two years' professional experience installing and configuring interview room recording technology for law enforcement and secure network infrastructure design. Personnel require REAL ID-compliant identification and Level I antiterrorism awareness training within 30 days of base access. The contractor bears full responsibility for decommissioning and disposing of all legacy equipment and must provide a three-year warranty (or manufacturer's standard commercial warranty, whichever is longer) including one-year workmanship coverage.
Pricing must be firm fixed and include all materials, labor, tools, equipment, shipping, and direct and indirect costs. Award will go to the lowest-priced technically acceptable quote. Service Contract Act wage determination 15-5405 Revision 30 applies to Wyoming Laramie County. All offerors must be registered in SAM.gov at time of quote submission.
