About this opportunity

The Department of the Air Force Global Strike Command is soliciting removal and disposal of pavement stockpile debris at Francis E. Warren Air Force Base, Wyoming, with proposals due September 21, 2026. The procurement is a total small business set-aside under NAICS 562111 (Solid Waste Collection), with a size standard of $47 million.

Amendment 02 (posted September 17) reduced scope from 130 loads to 50 loads maximum, representing approximately 700 cubic yards of concrete and asphalt debris. Each load uses a 15-ton dump truck with 12–14 cubic yard capacity. Performance must be completed within 45 calendar days from award. Pricing is firm fixed price per load, submitted on a per-load basis.

Place of performance is Francis E. Warren AFB, Wyoming. Work is conducted Monday through Friday, 0630–1500 hours, with the stockyard security gate accessible only during these windows. A mandatory site visit occurred September 10, 2026, at Gate 1 Visitor Control Center.

Contractors must provide all labor, equipment, management, tools, and supplies. Hauling equipment must comply with Wyoming Department of Transportation and Federal Highway Administration requirements. All contractor personnel must hold valid Commercial Driver's Licenses and approved base access. The contractor is responsible for loading all material, removing metal debris and foreign materials identified during loading, securing and tarping loads, and delivering to authorized off-base disposal or recycling facilities. Weight tickets and disposal receipts are required proof of lawful disposal. The contractor must submit a Quality Control Plan and Safety and Health Plan within five business days of award, complete Level I antiterrorism training within ten days, and provide OPSEC training documentation before base access.

Key performance objectives are zero safety violations, zero unresolved spills (cleanup required within one hour), and 100% environmental compliance with records provided within five business days. Environmental protections include extraordinary precautions to prevent runoff into Crow Creek and immediate reporting of spills to F.E. Warren Fire Department. The contractor must comply with OSHA standards, Wyoming WYOSH standards, and applicable Air Force Instructions.

Evaluation uses lowest price technically acceptable (LPTA) methodology with price and technical capability weighted equally. The three lowest-priced quotes are evaluated for technical acceptability based on PWS understanding, regulatory compliance acknowledgment, 45-day timeline adherence, and past performance in debris disposal. Proposals must remain valid for 30 calendar days from receipt. Offerors must be registered in SAM.gov with no active exclusions in the past three years and no terminations for cause or default in the past 12 months. CMMC Level 1 (Self) compliance is required. Submission is electronic only to walter.wheeler.1@us.af.mil and liezel.mcintyre@us.af.mil.
