About this file
This is Amendment 0001 to Solicitation FA461326Q0020, issued by the U.S. Air Force (FA4613, F.E. Warren AFB, Wyoming) on September 15, 2026, with an extended quotation deadline of September 16, 2026, at 11:00 a.m. Mountain Time. The solicitation is for removal of approximately 1,820 cubic yards of concrete and asphalt pavement stockpile debris from a site, with an estimated maximum of 130 loads (one load of a 15-ton dump truck capacity equals 12-14 cubic yards). The contractor must provide all labor, equipment, and transportation for debris removal and is not responsible for loads exceeding 130. This is a firm fixed-price commercial contract awarded as a total small business set-aside.
Quoters must acknowledge receipt of the amendment and comply with RFO 52.212-1 Instructions to Offerors for Commercial Products and Commercial Services. Proposals must include signed acknowledgment of the solicitation and amendments, demonstrate thorough understanding of disposal methods meeting environmental and regulatory requirements (including Wyoming Department of Transportation and Federal Highway Administration standards), provide weight tickets for proper disposal documentation, submit relevant past performance information (maximum one page), and maintain proposal validity for 30 calendar days from receipt. The evaluation uses a lowest price technically acceptable (LPTA) approach, with the three lowest-priced quotes evaluated for technical acceptability across three factors: Price (equally important to technical capability), Technical Capability (demonstrating PWS understanding, regulatory compliance, 45-day completion period, and past performance in debris disposal), and Duration (proposals must be valid for 90 calendar days from receipt). Quoters must be registered in SAM.gov with no active exclusions in the past three years and have no terminations for cause or default (T4C/T4D) in the past 12 months. A mandatory site visit was completed on September 10, 2026.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
Evaluation: ADDENDUM TO RFO 52.212-2 EVALUATION-COMMERCIAL ITEM
Paragraph (a) is hereby replaced with the following: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes that do not include all requested information in RFO 52.212-1 will be considered nonresponsive. The lowest 3 quotes will be validated for technical acceptability with the lowest price technically acceptable (LPTA) being the means of choice. The following factor(s) shall be used to evaluate offers:
Factor 1. Price - price is equally as important as the technical factor. The lowest 3 priced quotes will be evaluated for technical acceptability. The Government will evaluate quotes for acceptability but will not rank the quotes by non-price factors. Price will be evaluated to ensure fair and reasonable pricing, with the lowest price meeting technical factors chosen for award. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of quoted prices received in response to the solicitation and/or comparison of quoted prices with the Independent Government Estimate.
Prices must be determined fair and reasonable. No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices.
To calculate the lowest price, the government will use the rate provided by the offeror in their submission. Provide unit price per load (130 loads). Extended price is approximately for 130 loads/1820 cubic yards (one load of a 15-ton dump truck is 12-14 cu yards capacity). This final price will be used to determine the lowest 3 prices for technical evaluation.
Factor 2. Technical Capability - technical factor is equally as important as the price.
2.1 This will be evaluated to ensure proposals show a clear understanding and acknowledgement of the Performance Work Statement (PWS) and its requirements
2.2 Proposals must acknowledge regulatory requirements, such as, but not limited to, Wyoming Department of Transportation and Federal Highway Administration requirements.
2.3 Proposals must adhere to the 45 calendar day period of performance.
2.4 Proposals must demonstrate past performance in disposing of concrete, asphalt, and similar debris.
Factor 3. Duration- Proposals must be valid from 90 calendar days from the date of receipt. Proposals who do not meet this requirement will not be evaluated for award.
A written notice of award or acceptance of an offer, will be furnished to the successful offeror within the time for acceptance specified in the offer via email, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
