Amendment 0002 to Solicitation FA461326Q0020 - Debris Removal Service
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Air Force on September 17, 2026, extending the response deadline from September 16, 2026, to September 21, 2026, at 11:00 AM Mountain Time. The solicitation is for a firm fixed-price commercial service contract, total small business set-aside, to provide all labor, equipment, and transportation for debris removal at F.E. Warren Air Force Base, Wyoming. The quantity has been reduced from 130 loads to 50 loads (approximately 700 cubic yards of material removal, with one load of a 15-ton dump truck capacity estimated at 12-14 cubic yards). Offerors must submit pricing per load for the maximum 50 loads and acknowledge all solicitation documents and amendments. The contracting officer is Liezel C. McIntyre at FA4613 90 CONS PK, F.E. Warren AFB, Wyoming.
Amendment 0002 updates Attachment 1 (Performance Work Statement REV2, dated September 17, 2026) and Attachment 6 (Questions and Answers REV2, dated September 17, 2026), and deletes Attachment 7 (Stockpile Photos). Evaluation criteria include: Factor 1—Price (equally weighted with technical factor), calculated on the lowest three quoted prices for per-load rates; Factor 2—Technical Capability (equally weighted), assessing understanding of the PWS, regulatory compliance with Wyoming Department of Transportation and Federal Highway Administration requirements, past performance in debris disposal, and ability to complete work within the 45-calendar-day performance period; and Factor 3—Duration, requiring proposal validity for 30 calendar days from receipt. Offerors must be registered in SAM.gov, meet small business size standards, complete a site visit by September 10, 2026, and submit offers electronically only. The Government will select the lowest price technically acceptable offer for award.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
Evaluation: ADDENDUM TO RFO 52.212-2 EVALUATION-COMMERCIAL ITEM
Paragraph (a) is hereby replaced with the following: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes that do not include all requested information in RFO 52.212-1 will be considered nonresponsive. The lowest 3 quotes will be validated for technical acceptability with the lowest price technically acceptable (LPTA) being the means of choice. The following factor(s) shall be used to evaluate offers:
Factor 1. Price - price is equally as important as the technical factor. The lowest 3 priced quotes will be evaluated for technical acceptability. The Government will evaluate quotes for acceptability but will not rank the quotes by non-price factors. Price will be evaluated to ensure fair and reasonable pricing, with the lowest price meeting technical factors chosen for award. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of quoted prices received in response to the solicitation and/or comparison of quoted prices with the Independent Government Estimate.
Prices must be determined fair and reasonable. No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices.
To calculate the lowest price, the government will use the rate provided by the offeror in their submission. Provide unit price per load (50 loads). Extended price is approximately for 50 loads/700 cubic yards (one load of a 15-ton dump truck is 12-14 cu yards capacity). This final price will be used to determine the lowest 3 prices for technical evaluation.
Factor 2. Technical Capability - technical factor is equally as important as the price.
2.1 This will be evaluated to ensure proposals show a clear understanding and acknowledgement of the Performance Work Statement (PWS) and its requirements
2.2 Proposals must acknowledge regulatory requirements, such as, but not limited to, Wyoming Department of Transportation and Federal Highway Administration requirements.
2.3 Proposals must adhere to the 45 calendar day period of performance.
2.4 Proposals must demonstrate past performance in disposing of concrete, asphalt, and similar debris.
Factor 3. Duration- Proposals must be valid from 30 calendar days from the date of receipt. Proposals who do not meet this requirement will not be evaluated for award.
A written notice of award or acceptance of an offer, will be furnished to the successful offeror within the time for acceptance specified in the offer via email, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
