About this opportunity
Fermi National Accelerator Laboratory, managed by Fermi Forward Discovery Group, LLC under a Department of Energy prime contract, seeks procurement, assembly, testing, and delivery of superconducting RF cavity components (SSRs) and LB650 vacuum gauge and readout equipment for the Proton Improvement Plan II project, with proposals due October 23, 2026 at 2:00 PM CDT and questions due October 10, 2026 at 2:00 PM CDT.
Place of performance is Batavia, Illinois. The procurement is a lowest price–technically acceptable source selection with no set-aside. NAICS code is 334513, Instruments and Related Products Manufacturing, with a small business size standard of 750 employees. If the awardee is not a small business and the contract exceeds $750,000, a Small Business Subcontracting Plan per FAR 52.219-9 with specific goals for SB, SDB, WOSB, SDVOSB, and HUBZone businesses is mandatory.
Quantities required include 26 CP 300 T11L Pirani/Cold Cathode measurement boards, 14 TPG500 Moduline basic units, 14 measuring cables at 45 meters length, 95 measuring cables at 3 meters length, and 95 IKR 070 DN40 cold cathode gauges. The gauges must meet a measuring range of 1×10¹¹ to 5×10³ mbar, radiation resistance of 1×10⁷ Gy, and be cleaned to ISO 4 cleanroom standards with a 6-month delivery schedule from purchase order award. Proposals must be firm-fixed-price in USD with DAP delivery (Incoterms 2020) to Batavia, Illinois; subcontractor bears all shipping costs and FNAL assumes import customs responsibility. Proposals require two separate parts: Part I (Technical Proposal addressing technical merit, quality, relevant experience, and QA/testing capabilities) and Part II (Business/Cost/Price). Required certifications include SARC and Form PUR-466.

INTRODUCTION
Fermi National Accelerator Laboratory (Fermilab or FNAL), managed and operated by Fermi Forward Discovery Group, LLC (FFDG) under a prime contract with the U.S. Department of Energy (DOE), is seeking to subcontract for work aligned with its mission objectives.
The Proton Improvement Plan II (PIP-II) project is an essential upgrade to Fermilab’s accelerator complex that will support the world’s most intense high-energy neutrino beam for the international Deep Underground Neutrino Experiment at LBNF, as well as a broad physics program for decades to come. In support of PIP-II, FNAL requires the procurement, assembly, testing, documentation, and delivery of SSRs and LB650 Vacuum Gauge and Readout and associated components in accordance with the requirements specified in Exhibit C – PIP-II SSRs and LB650 Vacuum Gauge and Readout Procurement Specification.
