About this file
This is a Procurement and Performance Specification document for Cold Cathode Vacuum Gauges and associated readout equipment for the PIP-II Cryomodules project at Fermi National Accelerator Laboratory. The document number is ED0047760 and is managed by Fermi Forward Discovery Group (FFDG) for the U.S. Department of Energy Office of Science.
The procurement requires bidders to supply cold cathode vacuum gauges with DN40 CF-F flange connections for 23 cryomodules, along with spare readout controllers, measurement control boards, and measurement cables. The gauges must meet specific technical requirements including a measuring range of 1·10⁻¹¹ to 5·10⁻³ mbar, radiation resistance of 1·10⁷ Gy, operating temperature range of 278.15–353.15 K, and dimensional constraints of 116 mm length and 64.5 mm diameter with maximum weight of 2 kg. Readout equipment controllers must have measurement rates of 100 Hz, four switch-points, 10 ms response time, CE UL rating, USB and ethernet connectivity, and capability to display measurements from at least two gauges simultaneously. Measurement boards must support two circuits with 100 m cable length. Components must be cleaned to ISO 4 cleanroom standards and delivered in double-bagged packaging with commercial-grade protective containers and banding. Bidders must provide quotations with a 6-month delivery schedule from purchase order award, technical proposals demonstrating capability with relevant project examples from the past five years, and management control plans ensuring quality standards. FFDG is requesting firm-fixed pricing for DAP shipping (HTS code 8543.90.88.45) as part of the firm-fixed-price proposal. The purchase order will be awarded to one bidder following technical and cost evaluation by designated evaluation teams.

1 Scope
The PIP-II linac will house a total of 23 CMs, each cryomodule will be equipped with beamline cold cathode vacuum gauges connected to the beamline volume. The present specification is intended to inform the procurement of Cold Cathode Vacuum Gauges, including spare readout controllers, spare measurement control boards and cables corresponding to the cold cathode gauges.
FFDG is requesting that offerors provide firm-fixed pricing for DAP shipping (HTS code 8543.90.88.45) as part of their firm-fixed-price proposal to the RFP.
2 Procurement Specification
Purchase Order will be owned and managed by Fermi Forward Discovery Group (FFDG).
2.1 Bidding Phase
Bidder shall provide Quotation including all costs to deliver the components, along with the following documentation:
a) Schedule that meets a lead time of 6 months, starting from the date that the FFDG Purchase Order is awarded to the bidder.
b) Technical Proposal to demonstrate the ability of the bidder to deliver the assembly with performance that meet or exceed specifications reported in section 3 of this document. Example of past projects (within the last five years) that closely match the scope in complexity and value, and that best illustrate the bidder’s capability, experience, and performance will be considered for the technical evaluation.
c) Management Control Plan to demonstrate the ability to ensure the required quality standard throughout the entire execution of the project.
All required documentation shall be organized with a table of contents and corresponding sections.
2.2 Technical and Cost Evaluation Phase
FFDG Purchase Order is awarded to one bidder after that the proposals will have been evaluated by technical and cost evaluation teams.

The boards must be compatible with the specific cold cathode vacuum gauges and readout controllers. The measurement boards shall satisfy the requirements in Table 3.
3.4 Cleaning procedure
The components included in the cold cathode vacuum gauges should be cleaned to the standard required for an ISO 4 cleanroom and delivered in double-bagged packaging.
The Vendor shall communicate the extent to which they are able to perform the required cleaning. Any deviation from this procedure shall be communicated in advance and accepted by FFDG representatives.
3.5 Packaging
All the components shall be prepared for shipment in accordance with commercial practice and in compliance with applicable rules and regulation pertaining to the handling, packaging, and transportation

Document Title: PIP-II Cryomodules – Procurement and Performance Specification – SSRs and LB650 of the product to ensure carrier acceptance and safe delivery. Each component shall be individually wrapped in low density polyethylene bags.
Wooden or plastic containers that prevent impact damage and bending shall be used. Sharp fasteners that penetrate the container, such as nails or screws, shall be avoided, and in any event, provisions shall be made that inadvertent penetration of points cannot come into contact with the components. Banding shall be applied in such a way that the bands must be removed if the container is opened. A marking shall be applied to the bands that identifies the manufacturer or manufacturer’s shipping agent, to indicate if the bands may have been replaced (e.g., as a result of customs inspection).
