About this opportunity

Fermi National Accelerator Laboratory, managed by Fermi Forward Discovery Group, LLC (FFDG) under a U.S. Department of Energy prime contract, seeks procurement, assembly, testing, documentation, and delivery of 16 motion control system chassis and associated modules for the Proton Improvement Plan II (PIP-II) project, with proposals due September 9 at 2:00 P.M. CDT and questions due August 26 at 2:00 P.M. CDT. This is an unrestricted acquisition with no set-aside.

Place of performance is Batavia, Illinois. The procurement requires delivery in two batches: five chassis by November 15, 2026, and eleven chassis plus spare units by March 31, 2027. Deliverables consist of Phytron stepper motor controller chassis configured with stepper motor drive modules (3.5 or 5.0 amp peak current), digital I/O modules, analog I/O modules, thermocouple temperature modules, and Ethernet communication controllers; all modules must have EPICS drivers available. Equivalent products meeting technical specifications are acceptable with FFDG as sole determiner of equivalency. Each chassis carries a 12-month warranty against manufacturing defects from delivery date. Site acceptance testing occurs within three weeks of delivery. The NAICS code is 334513, Instruments and Related Products Manufacturing; PSC is 6110, Electrical Control Equipment.

Proposals must be firm-fixed-price in USD with 90-day validity, submitted as separate Part I (technical merit, relevant experience, quality assurance, testing procedures) and Part II (business, cost, price). Award goes to the lowest-priced proposal meeting or exceeding acceptability standards for non-cost factors, including past performance. Small business subcontracting plans are mandatory if the awardee exceeds $750,000 and does not meet small business definitions. Delivery is FOB Destination Batavia, Illinois for domestic shipments; international shipments are DAP (Incoterms 2020), with FNAL responsible for import customs clearance. Procurement Specialist is Richard Konan, (630) 840-2835 or rkonan@fnal.gov.

  1. INTRODUCTION

Fermi National Accelerator Laboratory (Fermilab or FNAL), managed and operated by Fermi Forward Discovery Group, LLC (FFDG) under a prime contract with the U.S. Department of Energy (DOE), is seeking to subcontract for work aligned with its mission objectives.

The Proton Improvement Plan II (PIP-II) project is an essential upgrade to Fermilab’s accelerator complex that will support the world’s most intense high-energy neutrino beam for the international Deep Underground Neutrino Experiment at LBNF, as well as a broad physics program for decades to come. In support of PIP-II, FNAL requires the procurement, assembly, testing, documentation, and delivery of Motion Control Systems and associated components in accordance with the requirements specified in Exhibit C – PIP-II Motion Controls Technical Requirements RevA.
