About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory (Fermilab) is seeking a contractor to install a Cryogenic Distribution System (CDS) Warm Piping System within the PIP-II Linac Tunnel as part of the Proton Improvement Plan-II. The project involves installing over 230 meters of piping across three process lines: Helium Low Pressure Return, Vent-to-Atmosphere Header, and High Pressure Helium Supply, with pipe sizes ranging from 0.5 to 10 inches. Interested contractors must demonstrate compliance with safety, bonding, insurance, and technical requirements, and are instructed to email sandraef@fnal.gov to express interest. This is a sources sought notice to gauge market interest, with the full solicitation anticipated to be released in the summer of 2025. The deadline for expressing interest is June 5, 2025, and potential bidders should note that attached specifications and drawings may change prior to the solicitation's issuance.
The opportunity is set aside for total small business participation and falls under the NAICS category 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The project will require approximately 351 total welds across process and structural piping, with a total project duration of 275 calendar days. While specific award value is not disclosed, the contract will involve fabricating and installing the piping system, including welding, cleaning, supporting, and testing, with Fermi Forward Discovery Group (FFDG) providing materials, supports, and design documentation. The installation will be phased across three tunnel sections, occurring early in the PIP-II accelerator installation process. Contractors will need to adhere to ASME codes, DOE worker safety regulations, and maintain strict cleanliness standards throughout the project.

THIS IS A SOURCES SOUGHT NOTICE TO GAUGE INTEREST IN A SOLICIATION THAT'S ANTICIPATED TO BE RELEASED THIS SUMMER. THIS IS NOT A SOLICITATION.
IF YOU ARE INTERESTED IN RECEVING A SOLICITATION AND MEET SAFETY, BONDING, INSURANCE AND TECHNICAL REQUIREMENTS, PLEASE EMAIL YOUR INTEREST TO SANDRAEF@FNAL.GOV.
NOTE: THE ATTACHED SPECIFICATION AND DRAWINGS MAY CHANGE PRIOR TO ISSUANCE OF THE SOLICITATION.
The Proton Improvement Plan-II (PIP-II) is Fermi National Accelerator Laboratory’s (FNAL) plan for providing powerful, high-intensity proton beams to the laboratory's research program which includes an 800 MeV superconducting linac. In support of this program, the PIP-II project requires a new cryogenic distribution system (CDS). The Warm Piping System of CDS will provide room temperature helium gas to the PIP-II accelerator as well as recover and transport cold helium gas from the accelerator following a pressure relief event. This specification provides the basis for the piping installation contract for a portion of the CDS Warm Piping System. The scope of this specification shall be limited to the CDS Warm Piping system located in the accelerator tunnel.
The piping system described in the specification will reside within the PIP-II Linac Tunnel, see attached SOW and drawing for more information.
