About this opportunity

Fermi National Accelerator Laboratory, managed by Fermi Forward Discovery Group, LLC under a Department of Energy prime contract, seeks design, manufacture, testing, documentation, and delivery of Booster GMPS Power Supply Girder Trimming Capacitors for the Proton Improvement Plan II project, with proposals due October 29, 2026 and questions accepted through October 15, 2026. This is an unrestricted acquisition with no set-asides.

Place of performance is Batavia, Illinois. The NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a 750-employee small business size standard; PSC code is 5910 (Capacitors).

Technical specifications mandate compliance with specification ES282509RevB. Capacitors must include four capacitance values—22 microfarads (C1/C2), 65 microfarads (C3), and 108 microfarads (C4)—each rated greater than 1 kVrms and 1 kJ, designed for AC or resonant operation at 20 Hz with peak voltages up to 1.6 kV. Operating lifetime must exceed 195,000 hours with 95% survival rate at 10^10 cycles, and capacitors must withstand 300 kRad/year radiation exposure up to 10 MRad total dose. Physical constraints require case length under 25 inches, height maximum 6.00 inches, width maximum 13.63 inches, and weight under 75 pounds. Offerors must demonstrate relevant experience with at least three similar contracts completed within ten years and quality assurance capabilities including performance of all required inspections and tests.

Pricing is firm-fixed-price: First Article of 10 capacitors (Line 1) and production quantity of 90 capacitors (Line 2), DAP Batavia, Illinois. The subcontractor bears all shipping, export clearance, and handling costs; FNAL handles customs clearance and import duties. First Article approval in writing is required before production shipment. Price proposals must remain valid for 90 days; economic price escalation is not accepted. If the awardee is not a small business and the contract exceeds $750,000, a Small Business Subcontracting Plan per FAR 52.219-9 with specific goals for SB, SDB, WOSB, SDVOSB, and HUBZone participation must be submitted with the proposal.
