About this opportunity
The Internal Revenue Service seeks to modernize its submission processing operations through a cloud-based solution and managed services. Offerors are invited to propose innovative approaches to sort, open, extract data from, and further process large volumes of mailings with high accuracy and minimal manual effort. Proposals will be evaluated based on technical merit, past performance, and price based on the ability to meet goals of processing mail volumes. A mandatory listening session will be held on July 12th, with registration due by July 8th and final proposals due during the week of July 18th.
There is no set-aside designation. The work involves submission processing IT modernization and data center management potentially worth up to $7.5 million over multiple years to be performed in Washington, D.C. Phase 1 proposals will involve a proof of concept with awards up to $375,000 by late August 2022, and phase 3 could extend the solution for 4 years. Monthly performance reviews will take place under a Quality Assurance Surveillance Plan to monitor outcomes against standards at the place of performance in Washington, D.C.

A draft solicitation was posted on July 1, 2022. IRS held a listening session on Tuesday July 12, 2022. IRS is issuing the final Request for Proposal/Solicitation today, Tuesday July 12, 2022. Proposals are due promptly on Monday July 18, 2022 at 08:00 AM Eastern Time. No late submissions shall be accepted. Thank you for your interest in the Department of Treasury, Internal Revenue Service (IRS) Submission Processing Modernization (SPM) Requirement. IRS plans to issue a solicitation during the week of July 8th, with proposals due the week of July 18th. IRS plans to hold a listening session during the week of July 11th, 2022. We are providing you the draft Request for Proposal today Friday July 1st, 2022, to guide our discussion during the listening session. This listening session is being held in lieu of the traditional questions and answers and will NOT be recorded. The questions and answers will NOT be transcribed. We hope your company can attend.
IRS will hold a listening session on Tuesday July 12, 2022, at 10:00 am - 11:30 am EST via MS Teams Link. To register for the session, please email Tori.M.Sanders@irs.gov with the email subject “ATTN: SPM Listening Session” the following: names, email addresses, and phone numbers of up to two (2) individuals from your firm that plan to attend. Registration shall be submitted prior to close of business on July 08, 2022. The IRS will email attendees the MS Teams link once registration has closed.
