About this opportunity

The Albuquerque Area Indian Health Service (AAIHS), a component of the Department of Health and Human Services, is conducting market research to replace its Picture Archiving and Communication System (PACS) across eight federal sites and two tribal facilities. The procurement involves delivering comprehensive hardware, software, installation, configuration, training, and ongoing maintenance for enterprise imaging systems with specific technical requirements including DICOM compliance and integration with existing Electronic Health Record Systems. Interested businesses must submit responses by February 21, 2025 at 12:00 PM Mountain Time, including a Statement of Capabilities demonstrating past performance, contract values, employee skills, and relevant points of contact. Respondents are required to be registered in the System for Award Management (SAM) and the Invoice Processing Platform (IPP), and must provide details about their business classification. Evaluation criteria will focus on firms' ability to manage services, technical capabilities, and experience with similar healthcare technology implementations.

The opportunity is potentially set aside as a 100% Small Business or specifically for Indian Small Business Economic Enterprises, with a strong preference for vendors who can demonstrate experience in healthcare technology deployments. The PACS replacement project requires migrating approximately 10 terabytes of existing image data, maintaining 98% system uptime, and completing full implementation within 90 days of contract award. While specific budget ranges are not disclosed, the project spans multiple service units including Albuquerque, Acoma, Jicarilla, Mescalero, Santa Fe, Zuni, Taos-Picuris, and Ute Mountain, with storage requirements ranging from 2-8 terabytes per location. Vendors must also meet federal security requirements including HIPAA compliance and potentially FedRAMP certification for cloud-based solutions. The solicitation is classified under NAICS code 513210 (Software Publishers) and PSC category DA10 (IT and Telecom Business Application Software as a Service).
