About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is procuring a full-scope, turnkey Physical Access Control System (PACS) and Intrusion Detection System (IDS) upgrade for the United States Army Signal Activity (USASA) at Fort Belvoir, Virginia. The contractor must provide replacement, installation, configuration, and commissioning of an integrated system rated for a Nuclear Command, Control, and Communications (NC3) environment with the highest levels of security, reliability, and compliance in accordance with DoD Directive 5200.08-R, NIST SP 800-53, FIPS-201, and HSPD-12 standards. Key requirements include controlling access to 12 doors with magnetic locks, supporting CAC/PIV credential compatibility, implementing AES 256-bit encryption, achieving 99.95% system uptime, and providing 24/7 technical support with a 2-hour response time for remote issues and 48-hour onsite response for corrective maintenance. The government intends to evaluate and award without discussions on a lowest-priced technically acceptable basis, considering technical approach and price factors. The solicitation deadline is April 24, 2026 at 9:00 AM Arizona Time, with all work required to be completed within 120 calendar days of award and equipment delivery by day 90.

This solicitation is a total small business set-aside with a 100% women-owned small business (WOSB) designation under NAICS 561621. The procurement is limited to a brand-name purchase for DAQ manufacturer equipment only, with the justification indicating the selected vendor personnel are the original installers and maintainers of the existing ICIDS system at the facility. The base contract value is $73,083.00 for a one-year period of performance from May 4, 2026 through May 3, 2027, with three one-year maintenance option periods and one six-month extension option, creating a total potential contract duration of 54 months. The system must control five 1800-pound magnetic locks for external doors and seven 1200-pound magnetic locks for internal doors in Building 2310, with training provided to a minimum of 5 DAC operators and 3 soldiers using train-the-trainer methodology. Work will be performed at Fort Belvoir, Virginia and Fort Detrick, Maryland, with delivery on a FOB destination basis.
