About this file
This is a Questions and Answers document for Solicitation No. W91RUS26QA026, issued by the United States Army Signal Activity (USASA)-Belvoir for a Physical Access Control System (PACS) and Intrusion Detection System (IDS) Upgrade.
The document addresses eight clarification questions regarding system specifications and requirements. Key responses include: rigid metal conduit is required for cabling in this high-security NC3 facility environment with no flexible conduit permitted; wire trays and J-hooks are not required; the Security Office will house the control computer; training must be provided to a minimum of 5 Data Acquisition Computer (DAC) operators and 3 soldiers using train-the-trainer methodology with vendor certification; the system will utilize CAC (Common Access Card) cards for all users with no existing proximity cards reused; and the facility contains 7 Building Management Systems (BMS) across two zones for what is characterized as a hybrid access control and intrusion detection system rather than a strictly access control system. Infrastructure references indicate pre-existing conduit infrastructure may be leveraged where available. The responses align with UFC 4-021-02 standards for Electronic Security Systems and reflect the critical nature of NC3 mission protection requirements.

No. Question Government Response
1 Does the cabling need to be in rigid conduit?
For an Integrated Commercial Intrusion Detection System (ICIDS) operating within a high-security environment such as a Nuclear Command, Control, and Communications (NC3) facility, rigid metal conduit is the standard requirement. Flexible conduit is generally prohibited for primary security cabling runs due to its vulnerability to tampering and physical damage.
According to the Unified Facilities Criteria (UFC) 4-021-02 for Electronic Security Systems, physical protection of Intrusion Detection System (IDS) cabling is strictly governed by the specific Service policy protecting the asset. Given the critical nature of NC3 missions, the highest levels of physical protection apply.Rigid for NC3 facilities, no need for wire trays, may be able to use pre-existing infrastructure
2 Flex conduit? No
3 Should we price wire trays and J hooks? No
4 Which room will house the control computer? The Security Office
5 How many personnel need training to be system admin on DAQ system?
minmum of 5 DACs and 3 soldiers (Vendor must be certified of the system) (Train the the trainer methodology will be utilized)
Are all users of system presenting CAC cards at readers or does this system need to be delivered with some other cards for use by non- CAC holders? The system will utilize CAC cards for all users.
7 Assuming no existing prox cards are being reused? No existing prox cards will be reused or provided for non-CAC holders.
8 How many arm/disarm keypads – how many zones should the building be divided into or is this strictly an access control system”? This not a striclty access control system. There are 7 BMS total and there are two zones
