Memorandum for Record – Limiting Competition at or below the Simplified

Acquisition Threshold

1. Contracting Activity: U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG), Huachuca Division

2. Description of Action: This Brand Name Justification has been prepared to procure supplies and services to Physical Access Control System (PACS) to include and Intrusion Detection System (IDS) Upgrade in support of United States Army Signal Activity (USASA)-Belvoir, Virginia. The anticipated types of funds are Fiscal Year (FY) 26 funds.

This resultant contract will be a Firm-Fixed Price.

3. Description of Services or Supplies: The Contractor shall provide a comprehensive access control system to include the install, reconfigure, and test a turn-key solution for a Stand Alone DAQ Security Management System (SMS) Access Control System (ACS) for twelve (12) doors, five (5) shall be 1800lbs magnetic locks for all external doors and seven (7) 1200lbs magnetic locks for the specified internal doors. This system will replace the existing ACS in Building 2310 and will operate as a Stand-Alone system at Fort Belvoir, VA. The Proximity Card Readers will be compatible with CAC/PIV and will comply with FIPS-201 and HSPD-12, featuring the ability to read both proximity and CAC/PIV cards. (See Exhibit-A Floor Layout and Listed parts in Attachment 1.) After installation is complete the contractor will be responsible for maintenance of the system if required.

Option years may be priced for consideration. In accordance with Statement of Work

(SOW).

Provide and Install: In accordance with the Product List as depicted in Attachment 1.

Period of Performance: One year from date of award.

Total Value: $73,083.00 for base year. Contractor to propose a cost for each of the 3 Option Years.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: Under FAR 13.106-1(b)(1), the urgency required for this purchase allows soldiers to go back to their assigned jobs instead of physically monitoring and guarding doors. The use of a brand name is a result of the vendor being the original vendor (Minuteman) that Ft. Belvoir Garrison utilized to design, install and maintain the ICIDS system for tenants on post. That company no longer exists but the personnel are the same that installed and maintained the original equipment at the site, ASA-Belvoir. The familiarity this vendor brings to this purchase will allow for speed of installation, and the ability to maintain as they did in prior years.

6. Publicizing Contract Actions: Requirement to post justification in accordance with FAR 13.105(c). Action is a brand name restriction, over $30K. It will be redacted and posted with the solicitation.

7. Market Research: Market research analysis is included on accompanying Market Research under Simplified Acquisition Threshold (SAT) document.

8. Other Facts: The unit does not have adequate funding past FY26 as the acquisition process used in NETCOM is restricted to one year funding (OMA). There is a requirement for Option Years to be costed out so the unit can provide higher headquarters their requirements for each option year. With other contracts we have had very good luck obtaining Option Year funding.
