About this opportunity
The Department of the Army Corps of Engineers, Wilmington District, seeks sealed proposals for anchors and instrumentation construction at Philpott Dam in Virginia, with proposals due October 16, 2026, at 1:00 PM local time. This is an unrestricted procurement with an estimated magnitude between $5 million and $10 million on a firm fixed-price basis.
Place of performance is Bassett, Virginia (Philpott Lake Dam, Henry and Franklin Counties, approximately 7 miles north of Bassett). The dam will remain operational throughout construction; work is restricted to 0730–1600 hours unless the Contracting Officer approves extended hours with 15 calendar days' advance notice. Performance period is 640 calendar days from notice to proceed, with work to commence within 10 calendar days of award.
Scope includes 19 contract line items: inclinometer core drilling (382 linear feet) and sensor installation (184 units); vibrating wire piezometer installation (13 units) and pneumatic piezometer conversion (4 units); automated crack meter installation (22 units); anchor vibrating wire load cell installation (6 units) and electromagnetic sensor installation (6 units); electrical panelboard and Remote Monitoring Unit installation; drilling in concrete for spillway anchors (816 linear feet) and spillway anchor installation (786 linear feet); performance and water tightness testing (12 each); regrout and redrill services; mobilization and demobilization; and performance and payment bonds.
The project superintendent must hold a minimum of 10 years' general construction experience with at least 5 years as superintendent on similar projects and familiarity with EM 385-1-1 safety requirements. The project involves alkali-silica reaction (ASR) damage remediation and instrumentation automation at the 1952-constructed dam.
Bid guarantee is 20 percent of bid price or $3 million, whichever is less. Performance and payment bonds at 100 percent of contract price are required within 10 calendar days of award. Liquidated damages are $1,482.00 per calendar day for delays. Davis-Bacon prevailing wage rates apply per General Decision VA20260025 (Henry County and surrounding Virginia counties), effective May 18, 2026. Executive Order 13706 paid sick leave (1 hour per 30 hours worked, up to 56 hours annually) and Executive Order 13658 minimum wage ($13.65/hour minimum through December 31, 2026) apply.
All proposals must be submitted electronically in two volumes: Volume I (maximum 50 pages) containing price, representations and certifications, teaming information, and bid bond; Volume II (maximum 100 pages) containing technical approach, key personnel, past performance, and small business participation plan.
