About this opportunity

The U.S. Army Corps of Engineers, Wilmington District, issued this Sources Sought Notice to conduct market research on contractor capabilities for the Philpott Anchors and Instrumentation Construction project at Philpott Dam in Henry and Franklin Counties, Virginia. The procurement encompasses installation of 12 new vertical post-tensioned spillway anchors with automated load sensors and corrosion protection systems, deployment of 4 automated inclinometers, automation of 17 piezometers, automation of 22 crack gauges with integration into a data acquisition system, and related incidental work. Qualified contractors must demonstrate specialized experience in dam construction, possess key personnel with appropriate professional engineering licenses and geotechnical expertise, and maintain adequate bonding capacity. The government seeks firms to submit detailed capability statements by December 3, 2025, at 4:00 PM EST, limited to 30 pages and including firm information, SAM registration status, business size designation, past performance, personnel qualifications, and potential teaming arrangements. This is an informational opportunity only and does not constitute a formal solicitation or obligate the government to award a contract.

This opportunity carries no set-aside designation and identifies no incumbent contractors. The estimated project magnitude ranges from $5,000,000 to $10,000,000, classified under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $39.0 Million. The project involves installing anchors anticipated to be 2-inch diameter A722 bars approximately 40 feet in length, with work conducted while the Philpott Dam remains operational. Key personnel requirements include a Quality Control Manager with 10 years of experience and drill rig operators with at least 3 years of experience on concrete dam projects. Interested firms must submit electronic responses to the specified U.S. Army Corps of Engineers contacts, with the government remaining under no obligation to proceed to formal solicitation based on responses received.
