About this opportunity
The United States Space Force is seeking a small business contractor to provide Vehicle Barriers (VB) Maintenance and Repair (M&R) Services for Peterson Space Force Base. The Department of the Air Force Space Command will award a Firm Fixed Price contract to maintain and repair operational vehicle barrier systems, including actuators, control systems, wiring, structural frameworks, and associated computerized infrastructure. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, assessing contractors on their ability to maintain a lead technician with manufacturer certifications, complete emergency and routine service calls, develop operations and maintenance plans, and implement quality control procedures. Potential offerors must submit a technical approach, cover letter, and pricing sheet by June 9, 2025, at 11:00 AM Mountain Time. Technical acceptability will be determined by the contractor's approach to meeting key performance objectives, such as maintaining a 96% operational rate for barrier systems and providing comprehensive maintenance services.
The contract is a 100% small business set-aside under NAICS code 811210, with a $34.0M size standard, and is a recompete of a previous contract held by Perimeter Security Partners. The contract includes a base year from July 2025 to June 2026, with four optional one-year extension periods and a potential six-month extension, with a total evaluated price of $97,900.00. The scope covers 44 vehicle barriers across multiple locations at Peterson Space Force Base, including 156 preventive maintenance encounters annually, with an estimated 14 emergency service calls and 20 routine service calls per year. Contractors will be responsible for maintaining hydraulic crash beams, wedge gates, and cable crash arms from manufacturers like Delta Scientific, Hysecurity, and B&B ARMR. The place of performance is Cheyenne Mountain Air Force Base in Colorado, with the contractor required to provide 24/7 customer service and maintain detailed maintenance logs and reporting.
