About this file

This document is a Vendor Questions and Answers (Q&A) file for a Vehicle Barriers Maintenance and Repair contract at Peterson Space Force Base. The document clarifies key contract details including invoicing procedures, service call expectations, and contract structure. Specifically, the government provides guidance on how contractors should price and invoice for preventive maintenance (136 annual units), emergency service calls (14 estimated annually), and routine service calls (20 estimated annually), using a firm-fixed-price (FFP) monthly billing approach. The contract is a recompete of a previous contract (FA251721F017) held by Perimeter Security Partners, with a proposal deadline of May 16th. The contract involves maintenance and repair of vehicle barriers, with pricing structured across multiple Contract Line Item Numbers (CLINs) for labor and parts related to preventive maintenance and service calls.

Vendor Questions Government Response

Is a site visit planned, or are we expected to submit proposals without on.

See amendment one(1) for site visit details.

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services

This is a not a new requirement. Previous contract was FA251721F017, Perimeter Security Partners, CAGE:

793E8.

There are two contradicting due dates for the RFP; May 16 and May 19.

Please confirm the date and time the proposals are due.

The Sam Posting has been corrected to show 16 May as the deadline.

Atch 3 Routine and Emergency Call Units are listed as "Month".

Please confirm if the Calls are Unit Month or Quantity.

Yes, calls are listed as month using the provided historical data. See PWS Section 8 Service Calls.

Atch 3 CLIN 1 states Month Units / 12 Quantity Preventive Maintenance and the Atch 1 PWS states Quarterly Preventive Maintenance.

Please confirm the Units and Quantity for the Preventive Maintenance.

Quarterly Preventive Maintenance for majority of Barriers. See PWS Appendix H for the Barrier Frequency List.

The CLIN sheet has been set up for monthly billing. Contractors can invoice less frequently if desired. There will be 136 units of pmi for this contract

See PWS Appendix H for the Barrier Frequency List.

Atch 4 Word Doc will not open and may be corrupted, Could you please forward a replacement document?

Attachment 4 is an excel document for the barrier list. A PDF version of Attachment 1 and Attachment 4 have been uploaded to SAM.gov.

Advise if this does not work.

0001 Preventive Maintenance: Contractor needs to determine the cost for the quarterly and annual services then divided that cost by 12? The contractor will invoice WAWF by the quarterly each price or only invoice monthly even if there is no service in that month?

CLIN X001 - Determine your annual price for Preventative Maintenance and provide a monthly price.

Calculate your total annual price for the PMI services to include the one-time training, then divide that number by 12 to get your monthly price. The work may still be quarterly or annual however, the CLIN is built for invoicing purposes, allowing the contractor to invoice monthly and have a steady stream of income monthly. This CLIN is for labor only, CLIN X002 is for parts.

0002 PM Repair Parts: Does the contractor forward a Service Order Proposal? How does the contractor invoice for labor to install the parts?

CLIN X002 - This section is not fillable by the contractor. This CLIN is for parts needed during PMI, not service orders. CLIN X001 is for labor for PMI. CLIN X002 is for the parts for the PMI.

0003 Emergency Service Call: Contractor needs to determine the cost for 14 Emergency services then divided that cost by 12? The contractor will invoice WAWF by the 14 qty. each price or only invoice monthly even if there is no Emergency service in that month?

CLIN X003 - Determine your monthly price for Emergency Service Calls IAW PWS Sections 8, 8.1.1, and 8.1.2.

Generate what your company will charge per emergency service call.

The Government estimates that there will be 14 annually. Take the amount you estimate per call and multiply by 14, then divide by 12 to generate your monthly costs. The PWS explains that if there are significantly more or less Emergency service calls, this will be grounds for an REA. Instead of invoicing for only services completed, the contractor will invoice firm-fixed priced (FFP). If there are 5 calls completed in January and zero calls completed in February and March, the contractor will bill for the same fixed amount for January, February and March. FFP is common in commercial practice and is the most preferred contract type in contracting. This allows for a fixed rate for the contractor, so you as the contractor know what you will be paid, no matter what. This is for labor only.

0004 Routine Service Calls: Contractor needs to determine the cost for 20 Routine services then divided that cost by 12? The contractor will invoice WAWF by the 20 qty. each price or only invoice monthly even if there is no Emergency service in that month?

CLIN X004 - Determine your monthly price for Routine Service Calls IAW PWS Sections 8, 8.1.1, and 8.1.3

Generate what your company will charge per emergency service call.

The Government estimates that there will be 20 annually. Take the amount you estimate per call and multiply by 20, then divide by 12 to generate your monthly costs. The PWS explains that if there are significantly more or less Emergency service calls, this will be grounds for and REA.

0005 ESC / RSC Repair Parts: Same as the PM repair parts, does the contractor forward a Service Order Proposal? How does the contractor invoice for labor to install the parts?

CLIN X005 - This section is not fillable by the contractor. This CLIN is for parts needed during emergency/routine service calls, not service orders. CLIN X003 and X004 is for labor for service calls. CLIN X005 is for the parts for the emergency/routine service calls.
