About this opportunity
The Department of the Air Force Space Command seeks a one-time backflow and cross-connection survey across Peterson Space Force Base, Colorado, with proposals due May 8, 2026 (extended from May 4 via Amendment 001). This is a total small business set-aside.
Place of performance is Peterson Space Force Base, excluding base housing, across 182 buildings comprising approximately 3.8 million square feet. The contractor must survey and inventory all cross connections, documenting location, degree of hazard, backflow prevention device model and serial numbers, hazard descriptions, and recommended devices for each identified hazard. Work is estimated at 90 calendar days from Notice to Proceed, restricted to 0700–1600 Monday through Friday.
The contractor must hold a minimum of five years' experience in backflow and cross-connection survey work, documented by at least two similar completed surveys. A detailed survey plan is due 30 days prior to work start. The last survey inventoried 213 backflow preventors; the contractor will provide updated inventory from this survey. All work must comply with federal, state, and local regulations including OSHA, UFC 3-600-01, and DAFMAN 32-1067 section 3.3.4.8. Deliverables include a draft report within 60 days of field work completion and a final report within 30 days of government review, in electronic and two hard copy formats.
Award will be made to the lowest-price technically acceptable offeror. Evaluation employs Lowest Price Technically Acceptable (LPTA) criteria: price; technical acceptability (salient characteristics and delivery lead time, both requiring "Acceptable" ratings); and past performance via CPARS and SAM databases. Proposals taking exceptions or demonstrating inadequate understanding of requirements are subject to rejection. Questions are due May 6 at 12 PM MST.

The 21st Civil Engineering Squadron (21 CES) has a new requirement for a one time service for the contractor to survey and inventory all cross connections throughout Peterson Space Force Base (PSFB), Colorado in accordance with the provided Performance Work Statement. The Air Force requires that Water System Backflow Prevention/Cross-Connection survey of all facilities and water-using equipment and systems be completed every five years. This survey is to ensure our Peterson SFB water supply is pollution and contamination free.
AMENDMENT 001:
Amendment made to provide an answer to a Request For Information (RFI) received during the solicitation. To allow time for offerors to address their proposals and acknowledge to Amendment, we have extended the Date Offers Due Date/Time to Friday 8 May at 12 PM MST. Any New Requests for Information will be due No Later Than Wednesday 6 May at 12 PM MST.
RFI and Answers: 1. Please provide a list of the existing backflow assembly inventory. If not available, please provide an estimate of the number of inventoried assemblies and devices from the previous survey.
We have a list of backflow prevention devices, but we would like contractor to provide inventory from survey. The last survey inventoried 213 backflow preventors across base.
2. Please provide a map of the anticipated survey area.
The survey area includes Peterson SFB excluding base housing. Upon award a list of buildings with map will be provided to contractor
3. Please confirm if Base housing will be included within the survey.
Base housing is not included in the survey as it is privatized.
4. Please confirm if the 5-page limit for the technical approach includes resumes and project descriptions, or if those can be included as an appendix.

5. Depending on the timeline for providing responses to questions, we encourage the Government to extend the timeline for submittals. Request contractor add exceptions in proposal if they are anticipating having difficulty meeting submittal schedule. Additionally, we are extending the solicitation to allow time to address this RFI.
