Past Performance evaluation utilizes CPARS and SAM databases via submitted CAGE codes, with neutral or unavailable past performance records considered acceptable. Per the SOW, contractors must demonstrate at least five years' experience in backflow and cross-connection survey work and provide documentation of at least two similar completed surveys.

The evaluation process begins with pricing review and ordering offerors from lowest to highest price, with price reasonableness assessed through adequate price competition, historical pricing comparisons, and Independent Government Estimate analysis. Technical proposals are then evaluated sequentially beginning with the lowest-priced offeror, continuing until either all quotes are evaluated or two technically acceptable quotes are identified. Award is made to the offeror with the lowest price among technically acceptable proposals. Proposals may be rejected if the offeror takes exceptions to solicitation requirements or demonstrates inadequate understanding of the requirements.

Evaluation Factors For Award

(1) Basis for Award: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable (LPTA).

(2) Evaluation Factors: The following factors will be used to evaluate offers:

• Factor 1: Total Price

• Factor 2: Technical Acceptability

• Subfactor 1.1: Salient Characteristics: (Acceptable/Unacceptable)

a. Describe how you will provide equipment that meets the requirements described in the Salient Characteristics. Offers shall clearly state how the proposed solution meets each salient characteristic outlined.

• Subfactor 1.2: Delivery Lead Time: (Acceptable/Unacceptable)

a. Lead-time: Proposals must include a guaranteed lead time.

• Factor 3: Past Performance

• Next, the Government will evaluate the lowest evaluated priced technically acceptable offeror for past performance with information gathered via the CAGE code submitted. The Contract Performance Assessment Reporting System (CPARS) may be searched to evaluate past performance, and information may be pulled from the System for Award Management (SAM). In the case of a quoter without a record of past performance or for whom information on past performance is not available on CPARS.gov, or SAM.gov or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, neutral shall be considered "acceptable". Additionally, per the SOW, “The contractor shall have at least 5 years’ experience in backflow and cross-connection survey work. Contractor shall have completed at least two similar surveys in the past. Documentation of experience and past work must be submitted as part of the contract proposal.”

(3) Technical Acceptability: To be eligible for award, an offeror must receive an "Acceptable" rating for both Subfactors 1.1 and 1.2 under the Technical Acceptability Factor. If an offeror receives an "Unacceptable" rating for either subfactor, the entire proposal will be considered Technically Unacceptable and will not be eligible for award.

(4) Evaluation Standards: The Government will evaluate the Offeror's Total Price and Technical Proposal based on the information provided to determine the Offeror's understanding of the requirements and ability to perform the work.

• Acceptable: The proposal clearly meets the minimum requirements of the solicitation and demonstrates a satisfactory understanding of the requirements in the Salient Characteristics.

• Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.

(5) Evaluation Process:

a. The Government will first conduct a review of the overall quoted pricing and place the Offerors in order from lowest to highest price. Prices will be evaluated for reasonableness.

Generally, adequate price competition will satisfy the criteria of price reasonableness;

other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Estimate.

b. Beginning with the lowest quoted price, Offeror's technical proposals will be evaluated as "Acceptable" or "Unacceptable" in accordance with the description at "(3) Technical Acceptability" to determine whether it is Technically Acceptable. Technical evaluation will end when either all quotes have been evaluated for technical acceptability or there are two technically acceptable quotes. Only those Offerors whose Technical Proposals are determined to be Technically Acceptable will be considered for award.

c. Award will be made to the Offeror whose offer is determined to be the lowest price and technically acceptable.

d. An offer may be rejected if the offeror takes exception to the solicitation requirements, or if the offeror's proposal indicates that the offeror does not clearly understand the requirements.
