About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) Field Operations seeks pest control services for Moore Air Base in Edinburg, Texas, with proposals due July 14, 2026 at 11:00 AM CST. This is a Total Small Business Set-Aside (small business size standard $17.5 million), foreclosing competition outside that pool.
Place of performance is Edinburg, Texas. The contractor must provide monthly pest mitigation for rats, mice, roaches, ants, and silverfish across approximately 275,000 square feet in 21 buildings that store critical agricultural products including Maseca, sugar, wheat germ, and yeast. The contract runs five years: one base year plus four one-year option periods. Service delivery occurs Monday through Friday, 7:00 AM to 3:30 PM, unless prior written approval is obtained.
All contractor personnel must pass Tier 1 background investigations and hold government-issued identification and visitor badges while on the restricted facility under continuous security surveillance. Termite treatment and inspection must be performed by EPA-certified technicians licensed by the Texas Department of Agriculture. The contractor must comply with Title 41 CFR Part 102-74 and Title 18 USC Section 930.
The pricing schedule, revised July 10, 2026, requires unit and total pricing across all five years for regular monthly service (12 months per year), termite inspection (2 each per year), termite bait trap inspection (2 each per year), and optional services on an as-needed basis. All pricing must be all-inclusive, covering personnel, supervision, materials, equipment, insurance, overhead, administrative costs, and profit, with FOB Destination delivery.
Evaluation criteria are technical approach (ability to meet SOW and schedule) and technical capability, price (fair and reasonable), and past performance (recency, relevancy, quality). Award goes to the highest technically rated offeror with acceptable or neutral past performance and fair pricing. Quotations require company name, UEI, completed pricing schedule, specifications and certifications, Section 889 compliance representation current in SAM, and three past performance references from exterminating and pest control services within the last three years.
