About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Hanscom AFB is procuring personnel relocation services through a Blanket Purchase Agreement (BPA) to support the movement of approximately 3,000 personnel over a five-year period. The solicitation seeks contractors to provide comprehensive moving services including packing, transportation, and unpacking of office equipment such as desktop computers, file cabinets, desks, chairs, and other workplace items for relocations within buildings, between buildings on the installation, and to off-base leased facilities within a 25-mile radius. Contractors must be capable of handling an estimated 600 relocations per year, coordinated 2-4 weeks in advance, with moves typically occurring during normal business hours but with flexibility for after-hours and weekend operations when needed. The evaluation will be based on lowest price technically acceptable criteria, with offerors required to submit both a technical proposal demonstrating understanding of requirements and a completed price proposal. Proposals are due by 12:00 PM EST on September 12, 2025, with the performance period running from September 30, 2025 through September 29, 2030.

This opportunity is designated as a Total Small Business Set-Aside under NAICS code 484210 (Used Household and Office Goods Moving) with a $34 million small business size standard. No current incumbent contractors are identified in the solicitation documents, and while no specific contract value is disclosed, the scope involves relocating personnel from Hanscom AFB facilities in Bedford, Massachusetts, including some personnel located at the MITRE campus at 202 Burlington Road. The contract will be administered through the Governmentwide Commercial Purchase Card system and structured as a nonpersonal service agreement with incrementally funded orders. Personnel relocation services will encompass moves within the Hanscom AFB installation as well as transitions to leased facilities, with contractor personnel required to obtain appropriate security clearances and visitor passes to access the military installation. The five-year ordering period provides flexibility for the Air Force to issue task orders as relocation needs arise throughout the contract performance period.
