About this opportunity
The Department of State Office of Acquisition Management seeks temporary lodging services for DOS-sponsored personnel undergoing training, transitioning between assignments, receiving medical treatment, or responding to evacuation orders, with proposals due July 13. The procurement is a Total Small Business set-aside.
Place of performance is Arlington, VA 22209. The requirement is structured as a multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contract spanning a base year plus four one-year option years and a six-month extension option, totaling approximately 5.5 years. The government estimates annual demand at approximately 250,000 to 293,000 room nights (750 to 900 daily occupancies across all awardees), and each contractor must demonstrate minimum capacity of 6,700 room nights per year. The total contract value is $297.3 million across all periods, with annual lodging at approximately $54 million per full year and $27 million for the six-month option.
Contractors must provide all four unit types—studios, one-bedroom, two-bedroom, and three-bedroom units—furnished with kitchen facilities, washer/dryer, WiFi, and cable/Direct TV at a single fixed-unit price regardless of size. At least 75 percent of units must be pet-friendly. Properties must be within approximately 30 minutes' commutable distance to the National Foreign Affairs Training Center in Rosslyn, Virginia, or provide dedicated shuttle service if outside the exempt zone. Pricing is structured as a discount percentage applied to published GSA lodging per diem rates for room nights (CLIN X001A) and a flat monthly shuttle transportation fee (CLIN X002). Award is anticipated in September 2026. The NAICS code is 721110, Hotels (except Casino Hotels) and Motels; PSC is 7210, Household Furnishings. A consolidated Q&A document containing 127 industry clarifications was published July 8.
