About this file
This document is a Site Visit Summary and Vendor Q&A for an Irvington Fence Repair project conducted by the U.S. Army Corps of Engineers (USACE) on September 9, 2025. The project involves fence repair and renovation, with approximately 35 poles marked for replacement and an additional 13 to be selected later. Key site conditions include partially buried tension wire, a building near the fence that limits roof access, and existing brush and a small tree to be removed by others prior to contract start.
The document includes vendor questions addressing contract details, revealing this is a brand-new contract with no incumbent, and no definitive cost estimate or start date has been established. USACE hopes to begin fence repairs in early November. Subcontractor requirements, such as specialty licenses, LLC status, and insurance, are left to the discretion of the prime contractor. The scope modifications include using only screws to secure support arms, eliminating spot welding as an option, and contractors will be restricted to working on USACE property without permissions to use adjacent Yellowwood property.

Site Visit Summary and Vendor Q&A
Irvington Fence Repair – Pre-Bid Site Visit
Date: Sept 9, 2025
Time: 0900
Attendance:
Alyssa English – Mendoza Barrier & Fence Company
Grant Clark – Warren Innovations
Jamaal Warren – Warren Innovations
Michael Manning – USACE
Steve Reid – USACE
Discussion Topics & Answered Questions:
• Tension wire is partially buried in several locations. Existing wire removal and new wire installation may require minimal excavation to complete work at the bottom of the fence. Locations needing fence securement will not be known until the tension wire has been replaced. A fence inspection will be performed after tension wire replacement to determine required fence securement locations.
• There are approximately 35 poles marked with orange tape. There are an additional 13 poles that will be chosen later.
• The ditch barrier solution can be completed using either barbed wire or a chain link fence section, provided it is stable.
• One fence post is larger than the rest. That size will be clarified in the scope.
• A few of the poles to be replaced have additional horizontal support arms that will require additional labor to remove and be re-installed after replacing line posts. This will be supplemental work under the “Line Post – Remove and Replace” CLIN.
• There is a building 6 ft – 8 ft away from the 12-ft tall portion of the fence. The roof cannot be used for access to the barbed wire.
• Brush is existing on the fence. This will be removed by others prior to start of contract.
• There is a small tree leaning on the south side of the fence. It will be removed by others prior to start of contract.
• Contractors will need to stay on USACE property to complete the repairs. No permissions have been attained to use Yellowwood property.
• There are some missing fence ties that hold top rail and line posts to chain link fence. This will be repaired by others, not under this contract.
• There is a broken grounding wire that was welded to the bottom of the fence. This will be repaired by others, not under this contract.
• Scope will be modified to specify using only screws to secure support arms. Spot welding will no longer be an option.
Vender Questions as of 18 September 2025
Per FAR Part 15.201 - Exchanges with industry before receipt of proposals.
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services?
Answer: This is a brand-new contract. There was not an incumbent performing fence repair/renovation services.
2. Is there a cost estimate, budget or ballpark figure for the project listed?
Answer: We do not have a clear cost estimate/budget at this time, only current market research that has been completed. This is the reason for this RFI, to gather information/data on the fence repairs and hold a site visit for venders. The site visit’s intent was to help interested parties gather an estimate and submit a quote/proposal during the solicitation phase should a solicitation result.
3. Is there an actual start date for the project?
Answer: There is not a start date scheduled at this time. We are hopeful to start the fence repair/renovations early November.
4. Regarding subcontractor(s):
a. Does the subcontractor have to have any specialty licenses? (Such as heavy equipment operator license) Answer: That is up to the discretion of the Prime contractor.
b. Does subcontractor have to have an LLC?
c. Does subcontractor have to have workman’s comp or other insurance?
d. If subcontractor does not have any of the above would signing a liability waiver suffice for them to be able to do the job?
