About this file
The document is a Vendor Questions file for a U.S. Army Corps of Engineers perimeter fence repair and renovation project at the Irvington Site Office in Alabama. The pre-solicitation opportunity is a 100% small business set-aside under NAICS code 238990 for All Other Specialty Trade Contractors, with a solicitation package to be released on September 24, 2025, and a tentative response date of October 13, 2025.
Key details include a mandatory site visit scheduled for September 9, 2025, at 9:00 AM CST, where vendors can familiarize themselves with the project location. The project requires furnishing management, labor, materials, and equipment to perform fencing services, including removal, repair, and replacement of existing fence features such as barbed wire, support arms, tension wire, and line posts. This is a brand-new contract with no incumbent, and while a specific budget has not been established, the government is conducting market research to gather information and estimates through this Request for Information (RFI) process.

Vender Questions as of 2 September 2025
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services?
Answer: This is a brand-new contract. There was not an incumbent performing fence repair/renovation services.
2. Is there a cost estimate, budget or ballpark figure for the project listed?
Answer: We do not have a clear cost estimate/budget at this time, only current market research that has been completed. This is the reason for this RFI, to gather information/data on the fence repairs and hold a site visit for venders. The site visit’s intent is to help interested parties gather an estimate and submit a quote/proposal during the solicitation phase.
3. Is there an actual start date for the project?
Answer: There is not a start date scheduled at this time. We are hopeful to start the fence repair/renovations early November.
