About this opportunity

The Defense Logistics Agency (DLA) Troop Support Indo-Pacific is conducting market research for a potential contract to supply Pepsi Beverage Products, including bottled water, to Department of Defense (DoD) and non-DoD customers on Guam. The agency is seeking capable commercial distributors who can source, purchase, store, and distribute a variety of PepsiCo beverage items while maintaining product quality and responsive customer service. Interested vendors must be direct distributors, not third-party logistics firms, and must submit a capability statement demonstrating their experience with similar subsistence contracts. The Request for Information (RFI) is voluntary and will help the government develop an acquisition strategy for a future solicitation, which is anticipated to be a Simplified Indefinite Delivery Contract (SIDC) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract under FAR Part 12. Vendors must submit their responses via email to bradley.ahnee@dla.mil and allison.higashi@dla.mil by July 7, 2025, at 0800 Hawaii Standard Time.

The solicitation is not set aside for any specific business category, and no incumbent contractors are explicitly mentioned in the documentation. While specific award values are not disclosed, the attached customer list indicates a comprehensive distribution network across multiple military installations on Guam, suggesting a potentially significant contract opportunity. The procurement will cover PepsiCo branded products exclusively, with vendors expected to maintain all required federal, state, and local licenses and certifications. The contract is expected to support a wide range of military customers, including Air Force, Marine Corps, Navy, Army, and Coast Guard facilities. The government's approach suggests a commercial acquisition strategy focused on establishing a robust and responsive beverage distribution capability for military and potentially non-military customers in the Guam region.
