About this opportunity
Defense Logistics Agency Troop Support Subsistence is issuing a Request for Information to gather market research on bottled water support under its OCONUS Subsistence Prime Vendor Program, with responses due by Noon (12pm) Local Philadelphia time on November 23, 2026. No set-aside is used. The requirement covers bottled water support from a Public Health Command (PHC)-approved facility to military and other federally funded customers in Guatemala, anticipated to be concentrated in Guatemala City. Customers include, but are not limited to, the Army, Air Force, Navy, Marine Corps, Coast Guard, and Department of State. Per the attachment summary, the only approved PHC facility identified for bottled water sourcing is Fabrica De Bebidas Gaseosas Salvavidas, S.A. (GT-0004) in Guatemala City.
Responses must address eight areas: capability to source, receive, consolidate, warehouse, manage inventory, transport, accept electronic orders, and maintain quality assurance for bottled water; product specification sheets; feasibility of deliveries to Guatemala City and other Guatemala locations, including base access requirements; SBA small business status (1,100 or fewer employees); business type, major customers, and NAICS identifier; existing facility information; operational capacity for maximum annual bottled water sales of $350,000.00; and pricing as Product Price plus Distribution Price, fixed for the one-year contract term, equaling Final Price. The NAICS code is 312112, Bottled Water Manufacturing. Responses go by email to michael.agovino@dla.mil and Steven.Bogrette@dla.mil.
The Government will not pay for responses or compensate development costs, and participation does not commit it to future business.
