About this opportunity
The USDA Forest Service is procuring a 6x6 PEPRO Communications Shelter through a firm-fixed-price purchase order that includes manufacture, delivery, installation, and removal services along with a 68' platform tower and 12' extension for the Wallowa Mountain Office in the Wallowa-Whitman National Forest. This specialized communications equipment procurement under NAICS code 334220 requires new equipment only with no partial quotes accepted, and the vendor must demonstrate capability to procure, deliver, and install all components within 24 months of contract award. Offerors must submit technical proposals demonstrating past performance and technical capability, price proposals, and required representations and certifications while maintaining active SAM registration. The evaluation will focus on the contractor's ability to provide comprehensive project management, coordinate with Forest Service personnel, develop safety and fire prevention plans, and ensure precise installation according to manufacturer specifications. Questions must be submitted to Derick Yara at derick.yara@usda.gov by September 8, 2025 at 5:00 PM ET, with quotes due by September 24, 2025 at 12:00 PM ET.
This procurement operates under full and open competition with no set-aside designation, though it has a small business size standard of 800 employees and appears to favor PEPRO brand equipment based on the agency's market research findings. The justification documents indicate this is part of a broader annual communications shelter replacement program with an estimated budget range of $1.5 million to $5 million, though the specific contract value for this individual shelter is redacted. The project involves demolishing an existing 100' tower and installing the new shelter system at a remote location in Baker City, Oregon, with precise GPS coordinates provided at N45 45' 19.9", W116 49' 33.86". The work includes specialized requirements such as helicopter fly-in capabilities for remote installations, minimal ground disturbance protocols, and compliance with TIA-222 standards for tower installations. The contractor must also handle environmental compliance, asbestos testing for existing structure removal, and provide turnkey installation services with OSHA-compliant safety features including roof anchor points capable of sustaining 5,000 pounds of force.
