The Department of the Air Force Pacific Air Forces is conducting market research to identify qualified and experienced contractors for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide roadway paving services at Kadena Air Base in Okinawa, Japan. The scope of work may include slab replacement, new concrete or asphalt pavement, spall repair, pavement markings, joint sealing, crack repair, rubber removal, milling and overlay, and other pavement-related tasks. Contractors must be duly authorized to operate and conduct business in Japan and possess the appropriate licenses from the Ministry of Land, Infrastructure and Transport or prefectural government. Responses to the Sources Sought notice are due by September 20, 2024, and will assist the government in determining the feasibility of this procurement approach.

This procurement is not set-aside and does not have a pre-established budget or award value. The government has not identified any potential incumbent contractors. The IDIQ contract will have a $35 million ceiling with an initial 12-month ordering period and four 12-month option periods. Interested parties must complete the Airfield Paving Contractor Information Form to provide details on their company, bonding capability, licenses, and relevant construction experience.

This sources sought notice is issued for planning purposes only and does not constitute a solicitation for proposals, offers, bids and/or quotes. This is not an announcement of a forthcoming solicitation or confirmation the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources for the solicitation, and in determining whether or not this approach to secure contracting support is practicable. Respondents are advised the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. Any future solicitation, including specifications and/or drawings, will be made available only on the beta SAM website (https://sam.gov ). Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments.

GENERAL INFORMATION:

The 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan is conducting market research to determine the existence of interested sources for North American Industry Classification System (NAICS) Code 237310-Highway, Street and Bridge Construction.

The purpose of this Sources Sought notice is to obtain information on qualified and experienced contractors capable of providing roadway paving at the estimated project magnitude and capable of obtaining the appropriate aggregate and per project bonding to execute the friction repair. The contractor shall furnish all labor, materials, equipment, and personnel necessary to accomplish the work under this contract. The proposed scope of work will be specified in each task order and may include but is not limited to the attached draft general requirements.

CONTRACTOR LICENSING REQUIREMENTS:
Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer.
