About this opportunity

This Broad Agency Announcement from the Department of Homeland Security Science and Technology Directorate seeks to develop passenger self-screening systems for aviation security checkpoints through multiple-award IDIQ contracts. Offerors must submit white papers by August 26, 2020 addressing one of three technical topic areas: concept design, hardware subsystem acceleration, or software subsystem acceleration. Full proposals will be invited in September 2020 with anticipated Type II or III cost reimbursement contract awards not exceeding $2.5 million or $1.5 million, respectively, to be determined based on proposal quality and available funding.

There is no set-aside designation. The solicitation focuses on advancing screening technologies and throughput under NAICS code 541715 with an emphasis on X-ray, CT, metal detection and algorithms. Awards are expected in fiscal year 2021 for periods of 4-18 months to rapidly mature solutions through prototype development and testing at United States locations. Collaboration between awardees will be facilitated and the agency may make multiple awards per topic area to support the objective of developing passenger screening approaches that minimize security officer involvement.
