About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking qualified suppliers to provide and install a PAO Chiller System at Hill Air Force Base in Utah. This procurement encompasses the construction of a dedicated, sound-attenuated mechanical room to house PAO chillers and pumps, along with the installation of an overflow basin and support infrastructure. Key contract requirements include constructing walls using 6-inch metal studs with drywall and R-21 insulation, achieving a Sound Transmission Class (STC) rating of 45 for noise attenuation, installing appropriate doors for equipment access and maintenance, and integrating the chiller support and containment systems with existing facility infrastructure. The government is actively conducting market research to determine capabilities and competitiveness, with the primary evaluation criteria focusing on contractor experience with PAO chiller systems, capabilities to meet technical specifications, and commitment to SAM registration and WAWF payment process familiarity. The pre-solicitation response deadline was September 25, 2025, and the formal solicitation is expected by the February 9, 2026 due date.

This procurement has not been designated as a set-aside, though the government is actively seeking small business involvement, including 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. No incumbent contractor or specific award value has been disclosed in the pre-solicitation notice. The opportunity is classified under NAICS code 333415 (Air-Conditioning and Warm Air Heating Equipment Manufacturing) with a small business size standard of 1,250 employees, and falls under PSC category 1660 (Aircraft Air Conditioning, Heating, and Pressurizing Equipment). The scope of work includes modifications to existing raised access flooring and grid ceiling systems, as well as aesthetic integration with the existing laboratory environment. Contractors must demonstrate familiarity with technical construction standards, containment systems, and facility infrastructure modifications to successfully compete for this contract.
