About this opportunity
The Department of the Air Force Air Education and Training Command seeks Palo Alto PA-440 firewall appliances and security subscription licenses via RFQ FA301626Q0262, with quotes due September 16, 2026. This procurement is a 100% small business set-aside under NAICS 334111 (Electronic Computer Manufacturing) with a 1,250-employee size standard.
Place of performance is Building 1374 at the Medical Education and Training Campus, Joint Base San Antonio, Fort Sam Houston, Texas. The requirement includes two PA-440 Network Security/Firewall Appliances, one-year subscription licenses (Advanced URL Filtering, WildFire, Threat Prevention for PA-440, DNS Security, and Premium Support Program Extended Service), plus four one-year option periods through September 29, 2031. Amendment 2, posted September 16, revised CLIN 0007 installation and testing services, changing the part number to PAN-CONSULT-NGFW-QS-PA4X and reducing quantity from 2 to 1 unit.
The Government will evaluate quotations using Lowest Price Technically Acceptable (LPTA) criteria. Award will establish one firm-fixed-price purchase order with a base period from September 30, 2026 through September 29, 2027. The Government intends to evaluate complete quotes and award based on initial submissions without interchanges, though the Contracting Officer reserves the right to conduct interchanges if necessary or in the Government's best interest per FAR 52.212-1(d). All quotations must include an authorized Palo Alto Networks reseller letter verifying vendor authorization and installation capability. This is a brand-new contract with no incumbent. Design, installation labor, and testing must be submitted as separate contract line items and not bundled within appliance, subscription, or support pricing.
Contracting Officer: Gary Beck (210-652-8548); Contract Specialist: Aisha Adams (210-671-2882). Inspection and acceptance occur at JBSA Fort Sam Houston with Jason Smith as point of contact.

The Government will evaluate quotes based on the Lowest Price Technically Acceptable (LPTA) criteria.
