About this opportunity

The United States Department of Agriculture Forest Service is seeking a small business contractor to perform a security upgrade project at the Pagosa Ranger District Office in Pagosa Springs, Colorado. The primary objective is to enhance building security by installing new walls and security doors with Lenel card readers to separate the public lobby from employee spaces. Key contract requirements include constructing 1-hour rated walls, installing two security doors with card readers, integrating the doors into the existing Lenel security system, and implementing a remote front door locking mechanism. The procurement will be evaluated using a tradeoff process that considers past performance, technical capability, and price, with past performance and technical capability combined being approximately equal to price. Interested contractors must attend a mandatory site visit on March 27, 2025, at 10:00 a.m. Mountain Time, with proposals due by April 21, 2025.

The solicitation is exclusively set aside for small businesses under the NAICS code 561621 for Security Systems Services, with a small business size standard of $25 million. The project is located at 180 Pagosa Street in Pagosa Springs, Colorado, and is designed to address increased visitor traffic and safety concerns at the ranger district office. Optional items include installing four security cameras and additional electrical work. The performance period is scheduled from June 1, 2025, to September 30, 2025, with potential for additional work depending on available funding. Contractors must possess a valid Colorado Electrical License and comply with current building codes, including the International Building Code, International Fire Code, and National Electrical Code. The project will require comprehensive documentation, including a proposed project plan, contractor licensures, as-built drawings, and warranty documentation.

Site Visit: March 27, 2025 10:00 a.m. Mountain Time 180 Pagosa Street Pagosa Springs, CO 81147

The Pagosa Ranger District (RD) Office located in Pagosa Springs, CO was built in the late 1960’s and recently remodeled in 2018. Due to increased recreation in the area, the Pagosa RD Office has seen a significant uptick in visitation each year. The main lobby of the building is used as a public space for community members to collect information about recreational activities, learn about the public lands in the area, and shop for Forest Service merchandise such as t-shirts, hats, gifts, etc.

The current design of the lobby opens directly to the rest of the building without a door separating the public from government employees, which poses a large risk to government employees and government property. The proposed project will help address this issue by installing several new walls and security doors with Lenel card readers that separate the main lobby and Visitor Information Services (VIS) area from the rest of the building. If funding allows, various optional items will be awarded to the Contractor. Optional items include installing several security cameras around the building, installing an additional Lenel card reader for the front door, and installing a remote lock for the front door.
