Optional items include additional electrical work and installing four security cameras - three exterior and one interior. The project requires the contractor to supply all labor, materials, equipment, and necessary licenses, including a valid Colorado Electrical License. Contractors must comply with current building codes such as the International Building Code, International Fire Code, and National Electrical Code. Statement of Work (SOW) – Pagosa Ranger District (RD) Security Upgrade

San Juan National Forest Pagosa Springs, CO

Project Location:

180 Pagosa Street

Pagosa Springs, CO 81147

Archuleta County

Scope of Contract Background

The Pagosa Ranger District (RD) Office located in Pagosa Springs, CO was built in the late 1960’s and recently remodeled in 2018. Due to increased recreation in the area, the Pagosa RD Office has seen a significant uptick in visitation each year. The main lobby of the building is used as a public space for community members to collect information about recreational activities, learn about the

CONTRACT #: TBD Pagosa Ranger District (RD) Security Upgrade San Juan National Forest public lands in the area, and shop for Forest Service merchandise such as t-shirts, hats, gifts, etc.

The current design of the lobby opens directly to the rest of the building without a door separating the public from government employees, which poses a large risk to government employees and government property. The proposed project will help address this issue by installing several new walls and security doors with Lenel card readers that separate the main lobby and Visitor Information Services (VIS) area from the rest of the building. If funding allows, various optional items will be awarded to the Contractor. Optional items include installing several security cameras around the building, installing an additional Lenel card reader for the front door, and installing a remote lock for the front door.

Lobby Remodel and Security Upgrades

BASE ITEMS

1. Line Item 1.1 – 1-Hour Rated Walls (Lobby/VIS Area) – BASE

The base item interior walls will be located as outlined in the attached Drawing Set 1 – USFS Site and Details and rated for 1-hour. The sill plate will be secured to the subfloor and the top plate will be secured to the underside of the roof trusses. Demolition of the ceiling and floor tile will occur as required. One wall will be installed at the western entrance of VIS area from the main hallway to close it off to the rest of the building (the east entrance will be the only employee entrance to the VIS area). The other wall will be located on the north end of the lobby and will contain a security door. All walls must be insulated to provide an adequate sound barrier, must match the existing walls in the building, and must follow the specifications outlined in the codes listed in the Contractor Requirements section of this SOW. The Contractor is required to verify all dimensions in field and build walls to the existing ceiling height. See Drawing Set 1 – USFS Site and Details for more information.

2. Line Item 1.2 – 1-Hour Rated Security Doors (2 Total) – BASE

The two (2) interior security doors (3’ x 7’) must match the existing door material throughout the building, come equipped with security glass (wirelite), and have a 20-minute rating. The doors must also utilize accessible lever-style handles, push bars, and hydraulic door closers to match throughout building and swing as outlined in the attached Drawing Set 1 – USFS Site and Details.

3. Line Item 1.3 – Security Integration – BASE

The two (2) security doors will each need to contain a security card scanner that will be integrated to the existing Lenel security system of the building. See the Lenel System Integration section of this SOW for a description on the system specifics. Each security door must also come equipped with a door sensor for employees going into the lobby or VIS area from the main portion of the building. All doors must follow the specifications outlined in the codes listed in the Contractor Requirements section of this SOW. The cables for the main lobby lighting and the existing security door card readers run directly west from the security room (located in the downstairs electrical room) to the west wall, then run upward through a conduit to the main floor drop tile ceiling. From there, the cables run directly west along the main hallway. The Contractor will be required to run new security cables for the 2 new Lenel card readers within the same drop ceiling. Hard copy detailed schematics of the electronics of the building are located within the downstairs electrical room. See Drawing Set 1 – USFS Site and Details for more information.

4. Line Item 1.4 – Demolition of Ceiling Tiles/Flooring – BASE

The Contractor is required to demolish all necessary ceiling tiles and flooring to install the walls and doors. The Contractor will be responsible to remove all unused material from the site. If excess demolition material is expected, the Contractor must supply their own dumpster and use of USFS trash receptables will be prohibited. The Contractor will be allowed to place a dumpster on the west side of the building in the customer parking area for the duration of the project. See Drawing Set 1 – USFS Site and Details for more information.

5. Line Item 1.5 – Electrical – BASE

The Contractor will be responsible for supplying all the necessary wiring, connections, and labor to properly install two (2) new Lenel card readers and two (2) door sensors. See Drawing Set 1 – USFS Site and Details for more information on the existing layout of the electrical components of the building. Electrical work must follow the specifications outlined in codes listed in the Contractor Requirements section of this SOW.

6. Line Item 1.6 – Remote Lock – BASE

The Contractor must provide an electronic locking mechanism for the front door that can be remotely triggered from the front desk in case of emergency situations. The Contractor must work with the COR to select appropriate lock. See Drawing Set 1 – USFS Site and Details for more information.

7. Line Item 1.7 – Additional Lenel Card Reader – BASE

The Contractor must install an additional Lenel card reader for the front entrance and tie into existing Lenel security system. See Drawing Set 1 – USFS Site and Details for more information.

OPTIONAL ITEMS

8. Line Item 1.8 – Additional Electrical Work – OPTIONAL

The Contractor will be responsible for supplying all the necessary wiring, breakers, connections, and labor to properly install all electrical components of the contract (security cameras, remote lock, etc.). See Drawing Set 1 – USFS Site and Details for more information on the existing layout of the electrical components of the building. Electrical work must follow the specifications outlined in codes listed in the Contractor Requirements section of this SOW.

9. Line Item 1.9 – Security Cameras and Installation (4 Cameras) – OPTIONAL

Four (4) security cameras will be installed to the building; three (3) cameras will be located on the exterior of the building, while one (1) will be located within the front lobby. For the exterior cameras, one (1) will face south near the front entrance of the building, one (1) will face northwest between the two employee entrances in the courtyard, and one (1) will face directly north above the second story entrance (also in the courtyard). The security cameras will need to be wide angled, protected, and combined with a monitoring system for the front desk personnel and controls installed in the server room. The monitoring system must be compatible for existing USFS computers or other electronic devices (such as an iPhone or tablet). If it is not feasible to connect to the existing USFS system, the Contractor must work with the COR to find a location for separate camera monitors to be installed. See Drawing Set 1 – USFS Site and Details for more information.
