The Defense Logistics Agency (DLA) Energy is soliciting proposals for Pacific ISO Container Support services, which encompasses transportation, repair, maintenance, cleaning, testing, and inspection of leased intermodal (ISO) bulk fuel containers supporting Department of Defense operations in Hawaii. The requirement includes five distinct line items: intermodal container transportation, ISO container integrity testing, ISO container cleaning, ISO container maintenance and repair, and ISO container inspection. Key contract requirements include compliance with MIL-STD-3004-1 cleaning standards, 49 CFR hazardous materials regulations, DoD 4500.9R transportation standards, and ISO 1496-3 specifications. Contractors must obtain Transportation Worker Identification Credentials (TWIC), secure base access credentials (DBIDS), maintain cargo and liability insurance with minimum coverage of $100,000 bodily injury and $1,000,000 property damage per occurrence, and transport various fuel products including Fuel System Icing Inhibitor, Lube Oil, Diesel Fuel, and F24/JAA with additives. The solicitation is designated as a 100 percent Women-Owned Small Business (WOSB) set-aside under NAICS code 484230 (Specialized Freight Trucking, Long-Distance). The contract will be awarded as a firm fixed-price contract with a base year running from April 1, 2026, through March 31, 2027, plus four one-year option periods extending through March 31, 2031, for a total potential five-year contract duration. Annual service quantities include 31 units for intermodal container transportation, 10 units for container integrity testing, 15 units for container cleaning, 15,000 units for container maintenance and repair with a not-to-exceed escalating budget ranging from $15,000 in the base year to $16,950 in the final option year, and 15 units for container inspection. The place of performance is Honolulu, Hawaii, specifically serving Joint Base Pearl Harbor-Hickam and commercial seaports, with normal operations conducted Monday through Friday from 0800 to 1500 Hawaii Standard Time, though emergency deliveries outside business hours may be required at no additional cost. Approximately 25 ISO containers will be utilized throughout the contract period, with all services performed at the contractor's facility in Hawaii using government-furnished containers meeting ISO 9002 certification standards.
