About this opportunity

Naval Facilities Engineering Command intends to solicit design, procurement, construction, testing, and commissioning of electrical infrastructure and microgrid improvements at Marine Corps Air Station Miramar, San Diego, California, with a source-sought notice response deadline of October 14, 2026. No set-aside applies.

The project encompasses Microgrid Control System with Advanced Distribution Management System software for grid-connected and islanded operations, Utility Control System/SCADA upgrades including Remote Terminal Units and Advanced Metering Infrastructure meters, Risk Management Framework and DoD cybersecurity accreditation to achieve Authority to Operate, Building Generator Optimization and Interconnection coordinated with San Diego Gas & Electric and California Rule 21 requirements, Battery Energy Storage System with 1.6 MW/1.8 MWh capacity integrated with the MCS, modernization and automation of existing SF6 power switches with non-SF6 alternatives, expansion of Solar Photovoltaic System by 1,000 kW, fiber optic infrastructure creating a unified loop connecting all generation and storage systems, and repair and upgrade of 12 kilovolt underground electrical distribution systems.

Performance occurs at MCAS Miramar, San Diego, California. The anticipated contract is Firm-Fixed-Price with a 920-day performance period and a small business size standard of $45.0 million. NAICS 237130 and PSC Y1MZ apply.

Respondents must submit a Market Research Questionnaire and Project Information Forms documenting two to five relevant construction projects completed within the past five years. At least one project must demonstrate two-phase design-build delivery, one must show new MCS installation, and one must include microgrid upgrade or replacement. Collectively, submitted projects must demonstrate microgrid control architecture upgrades, cybersecurity and RMF protocols achieving full ATO certification, and procurement and integration of utility-scale BESS and PV systems with fiber-optic infrastructure and 12 kV medium-voltage distribution modernization.
