Cybersecurity, Building Generator Optimization & Interconnection, Battery Energy Storage System
(BESS), Modernize / Automate Sulphur Hexafluoride (SF6) Power Switches, Expanded Solar
Photovoltaic Voltage (PV) System, Fiber Optic Infrastructure, and 12 kilovolt (kV) Electrical Distribution
System at MCAS Miramar.
The project includes the following:
1) Microgrid Controls System
The designs and implementations for the MCS grid infrastructure (generators, Schweitzer Engineering
Laboratories (SEL) relays, meters, medium voltage sectionalizing switches, renewable energy, battery storage) in manual and automatic modes, as well as network communication infrastructure (routers, switches, servers, equipment racks, uninterruptible power supplies etc.) required to be replaced and/or upgraded.
The design and implementation strategies on the latest Microgrid Controller System and Software that will optimally increase the MCS management of remote distribution level connectivity and monitoring.
Upgrading the existing MCS to utilize the latest Advanced Distribution Management System (ADMS) software version with ability to balance manage base site loads and concurrent operation of 1) the
Microgrid Power Plant generation asset, and 2) multiple distributed generation and energy resources, that can function both on the electrical grid and independently (islanded). Identifying and implementing the best dispatch strategy and key implementation requirements for the MCS to manage and integrate multiple Distributed Energy Resources (DERs), such as PV and BESS Systems. Advance Microgrid
Control System (AMER) must be able to successfully achieve all grid connected utility bill savings opportunities.
The AMER system must meet utility and regulatory interconnection requirements by resolving common interconnection issues, such as significant load and generation decrease/increase offsets regardless of if caused by loss or gain of 1) generation assets, 2) distribution level circuit loads, 3) varying cloud cover, 4) nonresponsive inverter controls, and 5) unexpected voltage excursions. MCS management of DERs must be able to compensate for these fluctuating conditions balanced the load and the amount of energy that the
DERs is able to produce/dispatch (all dependent on real-time current environmental conditions). The
MCS must be accurate, reliable, and optimize DERs usage by reducing base energy demands and operating costs of base industrial loads.
DERs such as PV and BESS are two (2) inverter-based resources offer unique technical and economic opportunities to optimize electric power delivery. Battery Storage assets offer an opportunity to reduce peak demand and improve Microgrid resiliency and reliability. Effective BESS usage requires integration and management by the MCS, that coordinates with other resources allows optimization of use case and dynamic switching between operations such as state of charge management, time-shifted generation, and peak demand reduction are a few applications with batteries that require a controller between multiple
DERs.
The latest UCS/Supervisory Control and Data Acquisition (SCADA) software should be assessed in providing enhanced distribution level monitoring and analysis to reduce disruption time, while enhancing the grid connected opportunities for utility bill savings.
Contractors shall conduct market research and determine the best software/hardware solution for the unique requirements at MCAS Miramar regarding the Microgrid. Intent is for all electrical utility assets including meters, equipment, and DERs to be integrated into an operational platform that assists operators, operates automatically, and leverages all assets for efficient economic operation as well as resilience.
2) Utility Control System
The UCS such as Remote Terminal Unit (RTU) and Uninterruptible Power Supplies (UPS) in each remote location such as Medium Voltage Metering and Switching Stations, Medium Voltage
Sectionalizing Switches, and Transformer Pad Secondary Switchboard. Contractor to include and incorporate the design into the overall MCAS Miramar UCS/SCADA Reporting System. (AMI), SCADA, Industrial Control Systems (ICS), Oasys DNA 7.7, and other Base existing UCS software. Contractors shall conduct market research and determine the best software/hardware solution for the unique requirements at MCAS Miramar regarding the microgrid. Intent is for all electrical utility assets including meters, equipment, and DERs to be integrated into an operational platform that assists operators, operators automatically, and leverages all assets for efficient economic operation as well as resilience.
