About this opportunity
The Federal Aviation Administration (FAA) Aircraft Certification Service (AIR-900) and Flight Standards Service (AFB-500) are conducting a Market Survey and Request for Information to solicit statements of interest from vendors capable of delivering a comprehensive, outcome-based, ethical investigative interviewing course utilizing the P.E.A.C.E. (Plan and Preparation, Engage and Explain, Account - Clarification and Challenge, Closure and Evaluation) model, with capability statements due June 22, 2026 at 4:00 p.m. Central Time.
No set-aside is anticipated; however, the FAA intends to pursue a single-source procurement strategy with Forensic Interview Solutions, LLC (SAM UEI: ZZYYNKXNE5Y9, Raleigh, North Carolina) unless responsive statements of interest from other qualified vendors are received. Qualified small and disadvantaged businesses certified by the SBA are strongly encouraged to submit. The FAA may establish a limited competition pool based on responses received.
Training must be instructor-led at a brick-and-mortar facility located within 25 miles of a major U.S. airport, with alternative computer-based or virtual options at the government's discretion during natural disasters or pandemics. Instructors must possess a minimum of five years of professional investigative interviewing experience, three years specifically with P.E.A.C.E. interviewing, and three years of teaching experience. The FAA anticipates four classes annually, each 40 hours, with a maximum of 20 students per class and classes not commencing later than 9:00 a.m. local time, Monday through Friday.
Capability statements must address corporate identification and socio-economic status, technical capability aligned with the draft Performance Work Statement, and operational and past performance experience. Submit in PDF format to erick.martinez-abril@faa.gov with subject line "MARKET SURVEY RESPONSE: P.E.A.C.E. INVESTIGATIVE INTERVIEW TRAINING_(Your Company Name)." NAICS 611430; PSC U099.
