About this file

This is a Federal Aviation Administration (FAA) Market Survey and Request for Information (RFI) for a P.E.A.C.E. Investigative Interviewing Training Course. The FAA Aircraft Certification Service (AIR-900) and Flight Standards Service (AFB-500) seek vendors capable of delivering a comprehensive, outcome-based, and ethical investigative interviewing course utilizing the Plan and Preparation, Engage and Explain, Account-Clarification and Challenge, Closure and Evaluation (P.E.A.C.E.) model. The training must provide FAA workforce personnel with ethical, transparent, and legally defensible open-ended questioning techniques for use during safety audits, inspections, assessments, and investigations. The PSC code is U099 (Education/Training—Other), and the NAICS code is 611430 (Professional and Management Development Training) with a $15.0 million size standard. The FAA has identified Forensic Interview Solutions, LLC (SAM UEI: ZZYYNKXNE5Y9, Raleigh, NC) as the currently identified vendor and intends to pursue a single-source procurement strategy if no responsive statements of interest are received from other qualified vendors. However, the FAA may establish a limited competition pool based on responses received, and qualified small and disadvantaged businesses certified by the SBA are strongly encouraged to submit responses.

Interested vendors must submit a Capability Statement by 4:00 p.m. Central Time on June 22, 2026, to erick.martinez-abril@faa.gov with the subject line "MARKET SURVEY RESPONSE: P.E.A.C.E. INVESTIGATIVE INTERVIEW TRAINING_(Your Company Name)." Submissions in PDF format must address four main sections: (A) Corporate Identification and Socio-Economic Status, including legal business name, SAM.gov UEI, CAGE Code, NAICS codes, active certifications, and proof of SAM.gov registration; (B) Technical Capability Statement detailing the company's ability to deliver a 40-hour P.E.A.C.E.-based curriculum aligned with Section H of the draft Performance Work Statement, evidence of instructor qualifications per Section G.5, confirmation of an Instructor-Led Training facility within 25 miles of a major U.S. airport meeting specifications in Section G.4, optional accreditation status for academic credit offerings, and compliance with Quality Assurance parameters in Section D; and (C) Operational and Past Performance Experience describing relevant professional training management experience and the proposed allocation of self-performance versus subcontracted work. All questions must be submitted in writing via email to the contracting specialist; phone calls are not permitted. Proprietary or business-sensitive information should be clearly marked as "PROPRIETARY." This market survey is for planning purposes only and does not constitute a formal RFP; the FAA will not pay for response preparation costs or information provided.
