About this opportunity
This pre-solicitation notice is seeking capability statements from contractors for the construction of Multi-Mission Dry Dock #1 at the Portsmouth Naval Shipyard in Kittery, Maine. The Naval Facilities Engineering Command within the Department of the Navy will procure construction services to build a partitioned addition to Dry Dock #1 within the existing superflood basin area, including two new dry dock bays with concrete structures, cranes, utilities and modifications to support fully dewatered conditions. Interested parties must submit capability packages by June 10, 2020 demonstrating relevant experience on projects over $100 million involving new construction or repair of large waterfront facilities and marine structures.
There is no set-aside designation for this procurement. The work involves NAICS code 237310 for water and sewer line and related structures construction and PSC code C211 for construction of structures and facilities. The estimated value is over $100 million and work must be completed by February 2023. The Navy will evaluate submissions to determine if a small business set-aside is in the government's best interest for a potential contract award in February 2021.
