About this opportunity
The Federal Bureau of Investigation (FBI) is soliciting a comprehensive Overt Armor Kit (OAK) that includes ballistic resistant soft body armor, tactical carriers, and associated accessories for law enforcement personnel. The procurement seeks a suite of protective equipment including overt armor carriers, soft armor panels, ballistic resistant accessories like shoulder and neck protection, pouches, identification placards, carry bags, and replacement components. The contract will utilize a firm fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) structure with one base year and four potential option years. Proposals will be evaluated through a three-phase process involving technical review, ballistic resistance testing, and a user assessment by 14 law enforcement professionals from the FBI, DEA, and U.S. Marshals Service. The solicitation requires NIJ certification for threat level IIIA, availability in male and female models, and the ability to withstand various environmental conditions and ballistic threats, with proposals due by June 11, 2025.
The contract is designated as a total small business set-aside and will be performed at Redstone Arsenal, Alabama, with a maximum contract threshold of $61 million. The armor kits will be available in multiple color options including Ranger Green, Coyote Brown, Midnight Blue, and Multicam, with specific configurations for each participating federal agency. Offerors must provide sample armor kits within 15 business days of receiving sizing forms, and the kits must include front and back ballistic panels, carriers, cummerbunds, ballistic shoulder straps, and interior accessories. The pricing evaluation will be based on the average proposed price for three standard Overt Armor Kits representing loadouts for the FBI, DEA, and U.S. Marshals Service. Additional contract specifications include an eight-year warranty and the requirement to stop various ballistic threats, including 12-gauge shotgun slugs.
