About this file

Amendment 002 for RFP 15F06725R0000117 provides updates and clarifications for the Overt Armor Kit solicitation by the FBI. The amendment modifies Section C (Statement of Work) to clarify that educational materials about armor fit, donning/doffing, care, and limitations can be provided after award, and video submissions are not permissible in proposals. Section I Contract Clauses removes the FAR Clause 52.226-4 related to Disaster or Emergency Area Set-Aside.

The amendment includes an updated attachment list with nine attachments, such as a Pricing Matrix, Past Performance Questionnaire, Manufacturer Checklist, and Test Data Sheets. A clarifying question addresses how the Total Evaluated Price will be calculated, confirming that the price evaluation will be based on the average proposed price for three standard Overt Armor Kits (CLIN 001, 002, and 003) representing a standard loadout for three agencies. Remaining CLIN numbers will not be included in the price evaluation but may be considered by the Contracting Officer in the best value determination.

END OF CHANGES TO SECTION J

Clarifying Question

Question: If Answer 45 relates only to the Price Reasonableness Evaluation, then how will the Total Evaluated Price be calculated? The pricing spreadsheet states:

“The evaluated price shall be based on the average proposed price for the three Standard Overt Armor Kits (e.g., CLIN 001, 002, and 003), which represent a standard loadout for each of the three (3) agencies. The remaining CLIN numbers will not be included in the price evaluation but may be considered by the CO in the best value determination” while Answer 45 is more broad

Answer: Please refer to Section J (Page 49), also stated below.

Total Evaluated Price

Offerors shall submit pricing for each of the above-noted required CLINs. While not required, Offerors may submit other optional accessories. Pricing shall be submitted for any additional, optional accessories.

The evaluated price shall be based on the average proposed price for the three standard Overt Armor Kits (e.g., CLIN 001, 002, and 003), which represent a standard loadout for each of the three (3) agencies. The remaining CLIN numbers will not be included in the price evaluation but may be considered by the CO in the best value determination.
