About this file
This document is a Request for Proposal (RFP) Phase III User Evaluation Checklist for the Overt Armor Kit (OAK) solicitation, detailing sample requirements for ballistic resistant soft body armor across three law enforcement agencies: FBI, DEA, and USMS. The government will utilize an Offeror-supplied sizing guide to measure 14 Assessors, with Offerors required to provide sample OAKs within 15 business days of receiving completed sizing forms. Each agency-specific OAK has unique accessory configurations, including magazine pouches, radio pouches, tourniquet holders, and carry bags, with common elements like ID placards and no specific color requirements.
The evaluation samples must include front and back ballistic panels, ballistic side coverage, carrier, cummerbund, ballistic shoulder straps, and internal accessories. While agency-specific identification placards are not mandatory, the government will have Assessors from FBI, DEA, and USMS participating in the Phase III User Evaluation. The solicitation emphasizes that the provided checklist is for informational purposes only, and any changes to terms or conditions will be issued through a formal amendment to the solicitation.
