About this opportunity
The Court Services and Offender Supervision Agency (CSOSA) is soliciting evidence-based outpatient and early intervention substance abuse treatment services for District of Columbia offenders under court supervision. Services must comply with American Society of Addiction Medicine (ASAM) criteria at Level 1.5 and include assessments, individualized care planning, group sessions, case management, and interpretation services in multiple languages and formats. Key personnel requirements include a Program Director with a Master's degree and five years of experience, a Clinical Supervisor with Master's degree and current licensure, a Case Manager with Master's degree and licensure, and licensed Counselors with Bachelor's degrees. Evaluation will assess relevant corporate experience (minimum $250,000 annually), past performance based on a detailed questionnaire covering schedule responsiveness, key personnel management, quality of services, and business relations, and technical qualifications of proposed staff. The deadline for quotation submission is March 20, 2026, at 8:00 PM Eastern Daylight Time, with a deadline for submitting questions by February 18, 2026, at 11:59 PM Eastern Time, and past performance questionnaires due by March 20, 2026, at 8:00 PM Eastern Daylight Time.
This procurement is now open to all business sizes following Amendment 0002, which changed it from a small business set-aside to an unrestricted solicitation, with Family Medical Counseling Service, Inc. identified as the incumbent contractor. The anticipated award structure consists of one 12-month base period and four optional 12-month extension periods, with estimated service quantities including 699 outpatient assessments, 3,009 outpatient group sessions, 263 outpatient case management sessions, 360 Traffic and Alcohol Program (TAP) assessments, 1,550 TAP group sessions, and 68 TAP case management sessions per period, with a government-guaranteed minimum value of one outpatient treatment placement. Services will be provided at two CSOSA facilities located at 633 Indiana Avenue, NW and 2101 Martin Luther King Jr. Avenue, SE in Washington, DC. Contractors must provide translation services on a separate lump-sum basis determined by actual incurred and approved costs, maintain electronic treatment files transferable to CSOSA via the CRISP system, and comply with extensive confidentiality, privacy, and security requirements including FAR 52.212-3 certifications, background investigations, and PIV card authorization.

The attached Amendment 0003 provides responses to additional questions received regarding solicitation 9594CS26Q0003, Outpatient Treatment Services. No changes are made to the solicitation as a result of these responses and there is no change to the due date and time for submission of quotations identified in Amendment 0002.
The attachment Amendment 0002 corrects some information in Amendment 0001, changes the solicitation from a small business set-aside to unrestricted (i.e., open to all business sizes), and extends the due date for quotations.
The attached Amendment 0001 provides responses to questions received regarding solicitation 9594CS26Q0003, Outpatient Treatment Services, make changes to the solicitation, and extends the due date for quotations. The revised Attachment J-15 included with this amendment must be used to submit any price quote in response to solicitation 9594CS26Q0003 as it reflects the correct quantities.
This solicitation is for evidence-based outpatient or early intervention substance use treatment servics to CSOSA offenders based upon an assessed level of care or a court order for treatment. The solicitation is 100% set-aside for small business under NAICS 621420, Outpatient Mental Health and Substance Abuse Centers. The resultant award is anticipated to be for one 12-month base period and four 12-month option periods.
The solicitation includes outpatient treatment services in accordance with American Society of Addiction Medicine (ASAM) criteria, Level 1.5, and early intervention services in accordance with ASAM criteria. Early intervention services are available under this acquisition only to offenders with a court mandate to participate in the Traffice and Alcohol Program (TAP).
In addition to the above, this acquisition requires the Contractor to provide various translation services, when authorized, and requires the Contractor to maintain offender electronic treatment files to be be transferred to CSOSA upon completion of treatment services via CRISP (Chesapeake Regional Information System for our Patients).
